Planning Commission Minutes <br /> February 17, 1987 <br /> Page 2 <br /> A discussion then took place of the Department of Game letter stating that there <br /> are wetlands on the property correcting a statement in the environmental <br /> checklist that there were not. Then a further discussion of the recommendation <br /> of the Department of Game that there be a 200-foot setback from the water's edge <br /> and all water-dependent facilities be set back 100 feet, except for a single <br /> access point for water access. <br /> Chuck Moser questioned why the project was before the Planning Commission. He <br /> recollected that the Planning Commission wanted to have a set buffer/riparian <br /> zone adjacent to shorelines - not have to determine what the setback would be on <br /> a project-by-project basis. Chuck also thought the Planning Commission had put <br /> a moratorium on shoreline projects of this type on Smith and Spencer Island <br /> until certain set buffer zones had been established for various uses. <br /> Ruth Ruppert representing the developer, the Everett Development Company, then <br /> addressed the Planning Commission. She stated that she had read the entire <br /> staff report, understands the report and has no objections to any of the staff <br /> recommendations. Mrs. Ruppert reported that she had purchased the property in <br /> 1979, and then proceeded to give a historical rundown of her company's ownership <br /> of this parcel of land, the problems encountered in the development of it, and <br /> the immediate need for the granting of the shoreline permit in order not to hold <br /> up the financial end of the situation. <br /> Gretchen Shaffer asked Mrs. Ruppert why she had waited this long to ask for a <br /> fill permit. Mrs. Ruppert stated that she had been visiting the Planning <br /> Department since 1979 and had discussed the various possibilities with many of <br /> the planners over the years. The reason she didn't ask for a fill permit before <br /> this is that there were a number of other items which had to be addressed <br /> first: the property had to be annexed; there was no electricity, etc. <br /> The public hearing then opened. Gerry Ervine reminded the Planning Commission <br /> that this hearing was the first on the subject and there would be another one in <br /> two weeks. <br /> Marie Woods, 6110 - 70th Drive S.E. , Everett, WA 98205 representing Pilchuck <br /> Audubon Society stated that she feels there should be a 200-foot riparian zone <br /> for this use as the area is used by a great number of migratory birds. Mrs. <br /> Woods then wondered how much of the parcel is in wetlands and what would be done <br /> with the wetlands? <br /> In answer to a question from a commissioner, Ruth Ruppert stated that her <br /> property was 1 ,300 feet across. <br /> Gretchen Shaffer asked where the salt marsh was. There was a discussion on this . <br /> Mrs. Ruppert stated that she did not anticipate water-related uses at this time <br /> in answer to a question from Bill Wright . Dredging would be necessary before <br /> boats could use the waters with barge access being possible at high tide. <br />
