A detailed SEPA review will be conducted for the construction of all <br /> buildings on the subject property prior to issuance of building <br /> permits. Unless there are significant changes in the site plan <br /> (Exhibit #2) , no additional Shoreline Hearings will be required. <br /> 5. Buffer Zone between Site and Union/Steamboat Sloughs <br /> Finding: There is a need to provide an adequate separation between <br /> the proposed industrial development and the water to minimize the <br /> impact on the existing dike environment. <br /> The buffer area needs to address both wildlife needs, the needs of <br /> industrial uses and the general public, and should be a minimum of 50 <br /> feet in width. <br /> General public access to the shoreline will be required in this <br /> development since much of the site will be utilized for non-water <br /> dependent uses. <br /> Conclusion: The development and landscaping of this buffer area <br /> should consider low scale vegetation to enhance the existing <br /> vegetation, provide for pedestrian movement and viewing of the water, <br /> and provide for large scale plantings scattered along the buffer <br /> which do not create a view blockage for the industrial users. <br /> NOW, THEREFORE, THE PLANNING COMMISSION RECOMMENDS TO THE CITY <br /> COUNCIL THAT THE EVERETT DEVELOPMENT COMPANY SHORELINE SUBSTANTIAL <br /> DEVELOPMENT PERMIT for the 58-acre fill of approximately 800,000 cubic yards <br /> of material and the construction of approximately 1,300,000 square feet of <br /> industrial buildings on Smith Island south of Union Slough west of <br /> H' Highway 99, BE APPROVED with the following conditions: <br /> 1 . That the industrial development for the subject property shall be <br /> reviewed and approved through a separate State Environmental Policy <br /> Act review process after more detailed plans for the project have <br /> been developed per the requirements of WAC 1907-11-060(5) which allow <br /> for phased SEPA review. <br /> 2. That prior to filling the subject property with dredge spoils, the <br /> applicant shall receive all necessary approvals from the State <br /> Department of Ecology and the Environmental Protection Agency. The <br /> applicant shall also obtain a City Public Works Department filling <br /> and grading permit to regulate the fill activity. The applicant <br /> shall provide a description of the method of placement of material on <br /> site. All hydraulic fills shall meet the following criteria: <br /> a. Prior to commencement of disposal operations, the disposal <br /> site's dikes shall be improved such that no spoils bearing <br /> discharge water may escape. The site's dikes shall be kept in <br /> this condition throughout any disposal operations; <br /> b. The inlet and outlet shall be so located so as to prevent any <br /> short circuiting; <br /> c. The settling area within the dikes shall be maintained <br /> sufficiently large so that return water carries a minimum of <br /> suspended sediment. The outlet pipe shall be moved from time <br /> to time as may be necessary to comply with this requirement; <br /> -3- <br />
