POLICIES <br /> 1. Dredging and placement of dredged spoils shall be <br /> conducted in a manner which minimizes the damageto <br /> areas within the context of our shoreline resources. <br /> 2. Initial and maintenance dredging, and the placement <br /> of dredged spoils shall be conducted in a manner <br /> which minimizes the impact on water quality, ecologi- <br /> cal systems, and natural resources. <br /> 3. Depositing of dredge material in water areas should <br /> be allowed only for the improvement of habitat, or <br /> where the alternative of depositing material on land <br /> is more detrimental to the shoreline resource than <br /> depositing it in the water. <br /> 4. In designating areas for' the placement of spoils or <br /> in approving_ spoils disposition at a specific site, <br /> consideration shall be given, but not limited to <br /> the following aspects : <br /> a. Existing condition and use of the site and <br /> impact of fill on these items. <br /> b. Potential or planned use of the fill area. <br /> c. Sequential projects or actions which might <br /> be associated with the initial fill. <br /> y Land disposal of spoils in diked areas should be <br /> conducted in a manner which minimizes the potential <br /> adverse effects on the adjacent water body. Design <br /> of the disposal ponds, dikes, or lagoon will consider <br /> location of the inlet and outlet to prevent short <br /> • bircuiting; installing adequate discharge controls: <br /> providing a capacity and a detention time based on <br /> the settling characteristics. <br /> 6. The City will work with the Port of Everett and the <br /> CorpsofEngineer and appropriate state agencies to <br /> develop a long-range plan for the deposit and use <br /> of spoils on land and in water areas. <br /> 7. Dredging of bottom materials for the single purpose <br /> - of obtaining fill material is to be discouraged. <br /> a <br /> IV-21 <br />
