PLANNING COMMISSION REPORT TO CITY COUNCIL <br /> SMA #1-86 <br /> Simpson Paper Company Fill <br /> October 24, 1986 <br /> WHEREAS, there was submitted to the City of Everett as follows: <br /> Applicant: Simpson Paper Company <br /> 900 4th Avenue <br /> Seattle, WA 98104 <br /> Relationship to Property: Owner <br /> Requested Action: Shoreline Substantial Development Permit <br /> Location: Lowell Industrial Park Site - north of <br /> Lenora Street and west of the Snohomish <br /> River Channel <br /> Property Size: 140 acres <br /> Fill Area: 70.2 <br /> Existing Uplands: 8.5 acres <br /> Total Development Area: 78.7 acres <br /> Zoning: M-1 Heavy Manufacturing Commercial/ <br /> Industrial Flood Fringe District <br /> Shoreline Designation: Urban Undeveloped <br /> Project Description: To place approximately 450,000 cubic <br /> yards of fill on 70.2 acres of the 140 <br /> acre Lowell Industrial Park site. <br /> (Simpson Paper Co.) to prepare the site <br /> for mixed use industrial park <br /> development. <br /> Exhibits: <br /> 1. Conditions of Approval - Beringer <br /> FINDINGS AND CONCLUSIONS: <br /> 1 . Shoreline Master Plan <br /> Findings: The subject property is designated Urban-Undeveloped by <br /> the City's Shoreline Master Program which permits fill in conformance <br /> with the applicable regulations. The fill material would be obtained <br /> from maintenance dredging of the Snohomish River and/or from various <br /> upland sources. The Shoreline Master Program also requires the City <br /> to have a dredge spoils management plan. During the latest dredge <br /> cycle, the City, Port and Army Corps of Engineers had a difficult <br /> time locating sites to accept spoils generated by maintenance <br /> dredging of the Snohomish River channel. <br /> Conclusions: The proposed activity is consistent with the City of <br /> Everett Shoreline Master Program. <br /> This site may be used as a spoils disposal site for future <br /> maintenance dredging of the Snohomish River Channel. <br />
