36. That prostitution activities by employees of live adult <br /> entertainment businesses in nearby residences generate abnormal <br /> and adverse vehicular traffic late at night on residential <br /> streets. <br /> 37. That solicitation for prostitution by employees of live adult <br /> entertainment businesses in nearby restaurants and cocktail <br /> lounges disrupts the normal customer activities of those <br /> restaurants and cocktail lounges. <br /> 38. That employees and customers of live adult entertainment <br /> businesses are sometimes involved in criminal activity on and <br /> near the site including: lewd conduct, use and sale of <br /> controlled substances, prostitution, and the illegal sale of <br /> alcoholic beverages. <br /> 39. That increased street prostitution occurs in the vicinity of <br /> live adult entertainment businesses. <br /> 40. That live adult entertainment businesses may attract similar <br /> businesses to locate nearby. <br /> 41. That the secondary effects of live adult entertainment <br /> businesses will be experienced by any community with a live <br /> adult entertainment business. <br /> 42. That a community will experience increased cost for law <br /> enforcement because of the presence of a live adult <br /> entertainment business. <br /> 43. That most illegal activity related to live adult entertainment <br /> establishments has involved persons who have been intoxicated. <br /> 44. That an unusual amount of lewd conduct occurs in and around all <br /> forms of adult theaters, which includes all forms of adult mini <br /> theaters, outdoor adult theaters, adult motion picture <br /> theaters, and adult panoram establishments. <br /> 45. That the location of adult theaters, as defined in paragraph # <br /> 44, has a harmful effect on areas in which they are located and <br /> contribute to the blight of the surrounding neighborhood. <br /> 46. That the presence of adult theaters, as defined in paragraph # <br /> 44, has a harmful influence on children which is increased when <br /> those theaters are located in residential areas where children <br /> are largely confined because of their ages. <br /> 47. That in residential areas, the child is largely captive of the <br /> models provided by his neighborhood. Adult theaters, as <br /> defined in paragraph #44, in such neighborhoods subject <br /> children to a model of commercial exploitation of the human <br /> body and disrespect for intimate, respectful and loving <br /> personal relationships in human behavior. Adult theaters are <br /> likely to create conflicts with moral and ethical standards of <br /> children sought to be developed by their parents. This <br /> results, at the minimum, in a disinhibition to engage in <br /> similar meaningless, exploitive conduct and to view that <br /> conduct as acceptable human behavior by society. <br /> -6- <br />
