26. That adult use businesses have found that a concentration of <br /> those uses can generate adverse effects on the surrounding area <br /> and can be more difficult to regulate. <br /> 27. That the secondary adverse effects from adult use businesses <br /> occur even when there exists relatively small quantities of <br /> material which are distinguished or characterized by an <br /> emphasis on matter describing or relating to "specified sexual <br /> activities" or "specified anatomical areas." <br /> 28. That land set aside in the City of Renton for adult use <br /> businesses as identified in Renton v. Playtime Theaters is <br /> mostly vacant industrial and office park zoned land. Existing <br /> development in the 520 acre area is primarily for industrial, <br /> warehousing, with some office use. A small retail area is also <br /> developed and further retail development is allowed throughout <br /> the entire area. There are several arterials on the edge and <br /> in the middle of the designated area and Highway 405 is <br /> nearby. Utilities are generally available in the area. <br /> 29. That taken as a whole, the Southwest Everett area, Smith <br /> Island, the Everett Waterfront and area east of Broadway <br /> between Pacific and 39th Street are designated for heavy <br /> commercial, industrial and office park use. Retail uses are <br /> also allowed in all of these areas. Much if not all of this <br /> land has good access to freeways and arterials. Utilities are <br /> generally available east of Broadway, along the waterfront and <br /> in Southwest Everett. Smith Island can be provided with sewer, <br /> water, and drainage facilities. Throughout these areas there <br /> are large amounts of vacant land, occupied buildings and vacant <br /> buildings. <br /> 30. That live adult entertainment businesses characteristically <br /> operate until late at night, as late as 3:00 a.m. or 4:00 a.m. , <br /> generating traffic and noise levels inconsistent with the <br /> quality of life in adjacent residential areas. <br /> 31 . That customers of live adult entertainment businesses <br /> characteristically tend to stay only 35 to 45 minutes in the <br /> establishment resulting in a high customer turnover rate and a <br /> high traffic volume. This high traffic volume leads to traffic <br /> conflicts with any adjacent high volume arterials. <br /> 32. That live adult entertainment businesses attract customers who <br /> sometimes are or become intoxicated and who arrive or depart <br /> the premises by driving a motor vehicle creating a traffic <br /> concern. <br /> 33. That customers of live adult entertainment businesses <br /> frequently use parking lots of nearby businesses, displacing <br /> regular customers of those businesses. <br /> 34. That live adult entertainment businesses often times locate <br /> near establishments which sell food and refreshments, <br /> particularly alcoholic beverages. <br /> 35. That employees and customers of live adult entertainment <br /> businesses are frequently involved in acts of prostitution <br /> which are initiated on the premises and performed at nearby <br /> residences, motels, hot tub and tanning spas or in parked <br /> vehicles. <br /> -5- <br />
