RESOLUTION 1 '9 A Resolution Accepting the Lowell Neighborhood's recommendations for the expenditure of approximately $75,935 of Community Development Block Grant funds for neighborhood improvement projects. WHEREAS, on January 15, 1986, the City Council authorized approximately $28,000 of Community Development Block Grant funds for improvements in the Lowell neighborhood as part of the City of Everett's 1986 Community Development Block Grant application; and WHEREAS, the Lowell neighborhood has approximately $54,000 in unexpended Community Development Block Grant funds dating back to 1981; and WHEREAS, due to Federal budget cutbacks, the $28,000 in 1986 CDBG funds has been reduced to $21,935; and WHEREAS, on April 16, 1986, the City Council approved Resolution #2698 which required a reorganization of the Lowell neighborhood and the budgeting of the $54,000 of unexpended CDBG funds; and WHEREAS, the Lowell neighborhood has complied with the directives as stipulated in City Council Resolution #2698 which required that a formal written procedure be established by the citizens of Lowell: (a) setting out a process for voting for neighborhood projects; and (b) establishing a regular election process to be held to elect a Lowell Civic Association Chairman, Vice-Chairman, and Secretary, and a regular meeting schedule; and WHEREAS, on June 9th and 10th, 1986, the residents of Lowell voted on proposed neighborhood improvement projects and the Getchell House project received the highest number of votes; and WHEREAS, Maltby Tank and Barge has agreed to execute a contract on behalf of the Lowell Civic Association with the City of Everett for sponsorship, ownership, and sale of the Getchell House upon completion, and the repayment of CDBG funds back to the City of Everett for future improvements in the Lowell neighborhood; and WHEREAS, the Planning Department, including CHIP staff will work closely with Maltby Tank and Barge to work out the details regarding the acquisition, renovation, and sale of the Getchell House and the repayment of CDBG funds which are used for the purchase and renovation of the Getchell House; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT THAT:
