RESOLUTION 1 '9 <br /> A Resolution Accepting the Lowell Neighborhood's recommendations <br /> for the expenditure of approximately $75,935 of Community <br /> Development Block Grant funds for neighborhood improvement projects. <br /> WHEREAS, on January 15, 1986, the City Council authorized <br /> approximately $28,000 of Community Development Block Grant funds for <br /> improvements in the Lowell neighborhood as part of the City of Everett's <br /> 1986 Community Development Block Grant application; and <br /> WHEREAS, the Lowell neighborhood has approximately $54,000 in <br /> unexpended Community Development Block Grant funds dating back to 1981; and <br /> WHEREAS, due to Federal budget cutbacks, the $28,000 in 1986 CDBG <br /> funds has been reduced to $21,935; and <br /> WHEREAS, on April 16, 1986, the City Council approved Resolution <br /> #2698 which required a reorganization of the Lowell neighborhood and the <br /> budgeting of the $54,000 of unexpended CDBG funds; and <br /> WHEREAS, the Lowell neighborhood has complied with the directives as <br /> stipulated in City Council Resolution #2698 which required that a formal <br /> written procedure be established by the citizens of Lowell: (a) setting out <br /> a process for voting for neighborhood projects; and (b) establishing a <br /> regular election process to be held to elect a Lowell Civic Association <br /> Chairman, Vice-Chairman, and Secretary, and a regular meeting schedule; and <br /> WHEREAS, on June 9th and 10th, 1986, the residents of Lowell voted on <br /> proposed neighborhood improvement projects and the Getchell House project <br /> received the highest number of votes; and <br /> WHEREAS, Maltby Tank and Barge has agreed to execute a contract on <br /> behalf of the Lowell Civic Association with the City of Everett for <br /> sponsorship, ownership, and sale of the Getchell House upon completion, and <br /> the repayment of CDBG funds back to the City of Everett for future <br /> improvements in the Lowell neighborhood; and <br /> WHEREAS, the Planning Department, including CHIP staff will work <br /> closely with Maltby Tank and Barge to work out the details regarding the <br /> acquisition, renovation, and sale of the Getchell House and the repayment of <br /> CDBG funds which are used for the purchase and renovation of the Getchell <br /> House; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br />
