1 RESOLUTION NO. c5W51 2 A RESOLUTION establishing the Wastewater Advisory Committee. 3 4 WHEREAS, the City of Everett has been planning an expansion of the 5 Everett wastewater treatment lagoon on Smith Island for several years; and 6 WHEREAS, the Washington State Department of Ecology has now indicated 7 that it will not permit the Everett lagoon to expand onto adjacent 8 City-owned property which has been classified as wetlands by the Corps of 9 Engineers; and 10 WHEREAS, the Mayor and City Council desire advice from Everett 11 businesses, industries and residents concerning the direction the City 12 should follow in response to the problem of future wastewater treatment; 13 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 14 EVERETT that the Wastewater Advisory Committee shall be established on an 15 ad hoc basis to review and evaluate Everett's wastewater treatment options 16 and to report to the Mayor and Everett City Council concerning the future 17 r directions which the City should take concerning expansion of wastewater 18 treatment capacity for the City of Everett. The Mayor shall appoint 19 committee members representing the following interests in the community: 20 21 Boeing Company Scott Paper Company 22 Weyerhaeuser Company John Fluke Company 23 Everett Chamber of Commerce Snohomish Health District 24 Snohomish County The Audubon Society 25 Citizens at large (at least two) , and State legislative delegation (Senator Vognild and Representatives 26 Scott and King or their designees) 27 The committee shall review background materials concerning the progress 28 to date, particularly the Brown & Caldwell wastewater treatment plant 29 expansion study and the EIS for the wastewater treatment plant expansion and 30 shall submit a report and recommendation concerning whether the lagoon-based 31 treatment system is an appropriate technology for meeting Everett's future 32
