1 RESOLUTION NO. c5W51 <br /> 2 <br /> A RESOLUTION establishing the Wastewater Advisory Committee. <br /> 3 <br /> 4 <br /> WHEREAS, the City of Everett has been planning an expansion of the <br /> 5 <br /> Everett wastewater treatment lagoon on Smith Island for several years; and <br /> 6 <br /> WHEREAS, the Washington State Department of Ecology has now indicated <br /> 7 <br /> that it will not permit the Everett lagoon to expand onto adjacent <br /> 8 <br /> City-owned property which has been classified as wetlands by the Corps of <br /> 9 <br /> Engineers; and <br /> 10 <br /> WHEREAS, the Mayor and City Council desire advice from Everett <br /> 11 <br /> businesses, industries and residents concerning the direction the City <br /> 12 <br /> should follow in response to the problem of future wastewater treatment; <br /> 13 <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> 14 <br /> EVERETT that the Wastewater Advisory Committee shall be established on an <br /> 15 <br /> ad hoc basis to review and evaluate Everett's wastewater treatment options <br /> 16 <br /> and to report to the Mayor and Everett City Council concerning the future <br /> 17 <br /> r directions which the City should take concerning expansion of wastewater <br /> 18 <br /> treatment capacity for the City of Everett. The Mayor shall appoint <br /> 19 <br /> committee members representing the following interests in the community: <br /> 20 <br /> 21 Boeing Company <br /> Scott Paper Company <br /> 22 Weyerhaeuser Company <br /> John Fluke Company <br /> 23 Everett Chamber of Commerce <br /> Snohomish Health District <br /> 24 Snohomish County <br /> The Audubon Society <br /> 25 Citizens at large (at least two) , and <br /> State legislative delegation (Senator Vognild and Representatives <br /> 26 Scott and King or their designees) <br /> 27 <br /> The committee shall review background materials concerning the progress <br /> 28 <br /> to date, particularly the Brown & Caldwell wastewater treatment plant <br /> 29 <br /> expansion study and the EIS for the wastewater treatment plant expansion and <br /> 30 <br /> shall submit a report and recommendation concerning whether the lagoon-based <br /> 31 <br /> treatment system is an appropriate technology for meeting Everett's future <br /> 32 <br />
