The study should include, but not be limited <br /> 2 to, the following: <br /> 3 <br /> Should the City continue to pursue lagoon-based treatment under <br /> 4 the current regulatory environment considering the impact of <br /> possible new connection moratoriums? <br /> 5 <br /> What are the financing options (including privatization) of <br /> 6 lagoon treatment versus mechanical treatment and the impacts on <br /> sewer utility rates? <br /> 7 <br /> Is protection of wetlands so significant that the lagoon <br /> 8 expansion (with mitigation) should not be pursued? <br /> 9 What form of mechanical treatment process should be studied and <br /> what process should be adopted for solution of the wastewater <br /> 10 treatment problems in Everett's future? <br /> 11 <br /> The Administration shall provide technical assistance to the Advisory <br /> 12 <br /> Committee. <br /> 13 <br /> The committee should adopt a schedule which will allow for completion <br /> 14 <br /> of a report to the Mayor and City Council within a time frame of <br /> 15 <br /> approximately 60 days.
