EXHIBIT #6 <br /> OTHER APPLICABLE PLANS AND REGULATIONS <br /> The following is intended to demonstrate the historic trend of planning for <br /> the industrial/commercial development of the Smith Island area west of I-5. <br /> 1 . Snohomish County Shoreline Plan: <br /> This plan was adoptea December 27, 1984. For the general Snohomish <br /> River estuary area, the Plan focused on the importance of agriculture <br /> and intertidal areas . Shoreline environment designations in the <br /> Snohomish estuary area are mostly Rural, designed to protect <br /> agriculture, restrict intensive development, and maintain open space <br /> and recreational opportunites. The entire estuary floodplain under <br /> county jurisdiction east of I-5 is designated Rural, with the <br /> exceptions of a few areas of Conservancy environment and one area of <br /> Natural environment (see Exhibit 3) . . Conservancy is a resource <br /> enhancement and management designation, while the Natural designation <br /> is meant to preserve those resource systems which are free of man's <br /> influence. The Smith and Spencer Island area west of I-5 is designated <br /> Urban, to provide for intensive development and multiple uses . <br /> Quilceda Creek is Conservancy. The SMP policies on specific activities <br /> include policies on log rafting, marinas, dredging and filling, <br /> jetties, bulkheads , utilities , and flood protection. The program also <br /> has guidelines for the management of Shorelines of Statewiie <br /> Significance; all shorelines in the estuary area are designated as <br /> Shorelines of Statewide Significance. <br /> The significance of the land use pattern established by the Shoreline <br /> Plan is not appreciated unless the reader understands the various <br /> alternative land use schemes which existed when the Shoreline Plan was <br /> developed. The Shoreline Plan reflects a "compromise" between the <br /> various competing groups; commercial, industrial, environmental, and <br /> governmental. The Plan's objective of being comprehensive, and long <br /> range, has been verified by all planning documents which have been <br /> developed since 1974. <br /> 2. Snohomish Estuary Wetlands Study: <br /> The U.S. Army Corps of Engineers released the Snohomish Estuary <br /> Wetlands Study in May of 1979. This study identified the bulk of the <br /> subject property "non-urban uplands" with 1 .7 acres of the southwestern <br /> portion of the site designated as "fresh water and brackish marsh." <br /> This area along with an additional 1 .3 acres has been proposed by the <br /> applicant to be set aside and not developed. This site was not <br /> identified as an area of "importance" or "concern." <br /> 3. Snohomish/Lake Stevens Comprehensive Plan: <br /> Snohomish County adopted the Snohomish/Lake Stevens Area Comprehensive <br /> Plan in July of 1979. This plan designated the southern portion of the <br /> subject property (I.e. , south of the cut-off slough) for industrial <br /> development. <br /> On pages 134 and 135, the Plan states: <br /> A third significant land use in the Snohomish <br /> Flood Plain is the industrial land at the mouth <br /> of the estuary. Most of the existing land use <br /> and zoning on the land west of Interstate 5 is <br /> industrial. Scott Paper Company has a large <br /> mill in this area. They use much of their land <br /> in the estuary for log storage and waste <br /> treatment facilities . In addition to Scott <br /> Paper, there are a number of small <br /> manufacturers on Smith Island . <br /> 09060 <br /> -5- <br />
