Much of Smith island provides access to deep <br /> draft, ocean going vessels. For these reasons, <br /> the portions of Smith Island west of Interstate <br /> 5 which are currently used for industry should <br /> continue to serve that purpose. No industrial <br /> use should encroach on the Corps of Engineers <br /> .identified wetlands at the extreme west end of <br /> Smith Island or onto any wetland east of I-5. <br /> The plan map extends this industrial designation to Spencer Island as <br /> well. <br /> • <br /> The current application is consistent with the direction set forth in <br /> this comprehensive plan. <br /> 14. Flood Fringe Overlay District: <br /> All development of Spencer Island must also comply with the City's <br /> Flood Fringe Overlay District zoning requirements. The subject <br /> property is zoned Commercial/Industrial Flood Fringe District which <br /> controls land use on this property in conjunction with the Snohomish <br /> County Shoreline Master Program. <br /> The proposed fill would raise the property above the regulatory flood <br /> protection elevation, and therefore be consistent with the <br /> Commercial/Industrial Flood Fringe District requirements . <br /> The Smith Island area was designated flood fringe in conjunction with a <br /> Corp of Engineers study in 1978-79. The flood fringe designation means <br /> the area is not needed to handle the 100 year flood flows. <br /> 5. Marysville Area Comprehensive Plan: <br /> In January of 1983, Snohomish County adopted the Marysville Area <br /> Comprehensive Plan which designates the northern portion of the subject <br /> property for "heavy industry." <br /> On page 714, the Plan states: <br /> A third industrial area is located on the <br /> western tip of Spencer Island west of I-5. <br /> This area has been zoned for heavy industrial <br /> uses since 1960. The Shoreline Management <br /> Master Program classifies this area as an <br /> "Urban" environment. The Army Corps of <br /> Engineers' Snohomish Estuary Wetland Study did <br /> not designate this as an area of environmental <br /> concern of significance. A portion of this <br /> area is already developed with marine related <br /> industries. Therefore, this plan continues ' to <br /> designate this area for heavy industrial uses." <br /> 6. Annexation/Shoreline Program: <br /> In August of 1983, the City of Everett annexed the subject property. <br /> As the City has not amended its Shoreline Master Program to include <br /> this property, the Snohomish County Shoreline Master Program must be <br /> used in the interim. <br /> • <br /> The proposed business park is consistent with the County Shoreline <br /> Program, which designates the Biringer site as urban. <br /> -6- <br /> 0906G <br />
