Biringer Shoreline Substantial Development <br /> application <br /> Dear Denny : <br /> I have reviewed the City of Everett Notice of Application for <br /> applicant Karl J. Biringer to fill 20 to 24 acres of a 32 acre site to <br /> an elevation two feet above the 100-year flood level and develop a <br /> business park on Spencer Island, north of Union Slough between I-5 and <br /> Highway 99 North. Although the City of Everett annexed this site from <br /> the County one year ago , the City has not developed and adopted their <br /> own shoreline designation or Master Program regulations and policies <br /> for this site. Therefore, we presume the County ' s Shoreline 'Master <br /> Program would be used when reviewing the application. <br /> My comments and concerns are itemized below. <br /> 1 . The application has not provided all the information required by <br /> the Shoreline Master Program. This proposal is for a landfill and <br /> subsequent construction of a business park. As such, these should <br /> be considered concurrently under one application. The attachment <br /> to the Biringer Environmental Checklist states that : 1. the exact <br /> nature of the fill material and method for handling the material <br /> will be determined -at the time the material becomes available; and <br /> 2. the specifics of the business park development are not intended <br /> to be a part of this application and further environmental <br /> analysis of the final development plan should occur prior to <br /> construction. <br /> Until all of the details of a . proposal are known, I question the <br /> ability to comply with the policies and regulations of the Master <br /> Program and to make an informed, knowledgeable decision on the <br /> proposal . If the necessary information is currently not <br /> available, perhaps it would be more appropriate to place the <br /> application on hold until the needed information is available. <br /> 2 . Specifically, as stated on pages F-35 and F-36 , applications which <br /> include landfilling must include the following information : <br />
