• <br /> a. Physical , chemical and biological character of landfill <br /> material ; <br /> b. Source of landfill material ; <br /> c. Method of placement and compaction; <br /> d. Type of proposed surfacing ; <br /> e . Method of perimeter erosion control ; <br /> f . Proposed use of filled area. <br /> In addition, the perimeter of all landfills must have some means <br /> to control erosion, such as vegetation, retaining walls or other <br /> mechanisms; and this information should be included with the <br /> application. <br /> 3 . The proposal should also be reviewed for compliance with the <br /> policies and regulations governing Commercial Development in an <br /> Urban environment (see pages F-18 and 17-19) . <br /> Specifically , according to General Regulation 1 . , the applicant <br /> needs to supply a detailed statement explaining the nature and <br /> intensity of water orientation of the project . The statement must <br /> include : <br /> "a. Nature of the commercial activity ; <br /> b. Need for shoreline frontage (where appropriate) ; <br /> c. Special considerations being planned to enhance the <br /> relationship of the activity to the shoreline ; <br /> d. Provisions for public visual and/or physical access to the <br /> shoreline . " <br /> Per Urban Environment Regulation 2 . (page F-19 ) , commercial <br /> development may be located on landfill provided that it "must <br /> require or be. dependent on direct , contiguous access to the water <br /> or must provide substantial numbers of the public the opportunity <br /> to physically or visually enjoy the shoreline. " <br /> If the specifics of the business park development are not intended <br /> to be a part of.. this application, it would not be possible to <br /> determine compliance with the Urban Environment Regulation 2 and <br /> the General Regulation 1 . <br /> 4 . The business park would also need to comply with policies and <br /> regulations governing placement of roads and signs in shoreliine <br /> Mr . Dennis L.
