areas. These policies and regulations are itemized on pages F-56 - F-59 and F-62 - F-64 , respectively. Although the provided information about the business park was minimal , the attachment to the Environmental Checklist did state that circulation and parking is generally around the perimeter of the building group. General Regulation 13 , Parking, page F-58 , states, "Parking areas serving individual buildings on the shoreline shall be located landward from the principal building being served, EXCEPT when the parking facility is within or beneath the structure and adequately screened or in cases when an alternate orientation would have less adverse 'impact on the shoreline. " The applicant should redesign the site plan to eliminate parking waterward of the buildings or should clearly demonstrate that the current orientation would have less adverse impact on the shoreline . These comments and concerns only reference the policies and regulations of immediate concern. Obviously, to receive approval , the proj ect must comply with all the relevant policies and regulations for the following use activities : landfill , commercial development, roads , and signs. In_ summary , as stated under 1 . above, it appears that there is insufficient information to evaluate and make a decision on either the landfill or the business park portions of the proposal . I recommend that the proposal be reviewed and approved or denied only after all t:-ie necessary information has been provided to make a complete application.
