These waterfront access requirements will be refined as a part of the <br /> Shoreline Permit process for the business park development. The <br /> waterfront access system will accomodate the objectives and concerns of <br /> the City, the State Departments of Fisheries & Game, and the applicant. <br /> 5. That the site be filled in accordance with the site plan attached as <br /> Exhibit #2 requiring a minimum 50' wide wildlife raparian buffer <br /> adjacent to Union Slough and the specific recommendations contained in <br /> Exhibit #5 including Alternative #1 described on pp. 5 and 6 of that <br /> document related to elimination of the existing pond on site. All the <br /> above improvements shall be in place prior to application for a <br /> Shoreline Substantial Development Permit, to allow construction of the <br /> Business Park as described in Condition No. 1. <br /> 6. That detailed drawings in accordance with City design and construction <br /> standards shall be submitted to the Public Works Department showing <br /> utilities, storm drainage, temporary construction erosion control, and <br /> site plan for the fill area. Public Works Department approval of these <br /> drawings is required prior to any permits being issued. All <br /> improvements shall be completed, approved, and warranted before the <br /> Occupancy Permit is issued. <br /> 7. That all development of the subject property shall be consistent with <br /> the Commercial/Industrial Flood Fringe Overlay District zoning <br /> requirement.. <br /> 8. That filling or substantial progress toward filling of the subject <br /> property must be undertaken within 2 years after final approval of the <br /> permit, and completed within 5 years.
