Business park developments adjacent to water bodies usually take <br /> advantage of the views/vistas inherent in waterfront locations. <br /> Conclusions: Therefore, the development and landscaping of this buffer <br /> area should consider low scale vegetation to enhance the existing <br /> vegetation, provide for pedestrian movement and viewing of the water, <br /> and provide for large scale plantings scattered along the buffer which <br /> do not create a view blockage for the business park. <br /> NOW, THEREFORE, the Planning Commission recommends to City Council that, <br /> The Biringer Shoreline Substantial Development Permit for the 20- to <br /> 24 acre fill of approximately 400,000 cubic yards of material on Spencer <br /> Island east. of Union Slough, between I-5 and Highway 99 be approved with the <br /> following conditions: <br /> 1. That the business park development for the subject property shall be <br /> reviewed and approved through a separate Shoreline Permit Hearing <br /> process after detailed plans for the project have been developed. <br /> 2. That prior to filling the subject property, the applicant shall provide <br /> through the State Environmental Policy Act (SEPA) Threshold <br /> Determination Process, the following specific information: <br /> a. Physical, chemical and biological character of landfill material; <br /> b. Source of landfill material; (The fill material shall be obtained <br /> from either the upper or lower settling basins or the navigation <br /> channel of the Snohomish River. ) <br /> c. Method of placement and compaction; <br /> d. Type of proposed surfacing; <br /> e. Method of perimeter erosion control; <br /> f. Proposed use of filled area. <br /> This information will be provided to the City of Everett. Planning <br /> Commission, all agencies with jurisdiction, agencies with expertise, <br /> and to all environmental groups expressing an interest in this <br /> application. No fill permits will be issued until all SEPA review <br /> requirements have been satisfied. <br /> 3. The perimeter of the landfill shall be provided with some means to <br /> control erosion, such as vegetation, retaining walls, or other <br /> mechanisms. A specific landscaping plan shall be submitted to the <br /> Planning Department for review and approval prior to issuance of <br /> grading permits. <br /> 4. That the applicant may be required to provide a pedestrian access <br /> easement adjacent to Union Slough. The specific improvements shall be <br /> approved by the Planning Departmentprior to issuance of the Shoreline <br /> Substantial Development Permit for business park construction. <br /> In addition, the applicant may be required to provide viewing areas on <br /> the waterward side of the Union Slough dike with the platform design to <br /> be reviewed and approved by the City Planning Department prior to <br /> installation. These platforms shall be installed at intervals to be <br /> established by the Planning Department prior to a Shoreline Substantial <br /> Development Permit being issued for the business park. <br /> (underscored portions are amendments by City Council action on February 26, <br /> 1986. ) <br /> -3- <br />
