2 <br /> AND WHEREAS, after due notice, public hearings were held on October 8, <br /> 1985, and November 12, 1985, and <br /> WHEREAS, after considering testimony from all parties commenting on <br /> this proposal, the Planning Commission made the following Findings and <br /> Conclusions: <br /> FINDINGS AND CONCLUSIONS: <br /> 1. Comprehensive Plan: <br /> Finding: The 1967 Plan designates the subject property as single <br /> family with the 1972 Plan designating the property "Institutional" <br /> consistent with the school use of the property. The 1973 Park and <br /> Open-Space Plan designates the site for acquistion and park <br /> development. The applicant wishes to have the property designated <br /> Multiple Family which would accomodate the proposed congregate care <br /> facility. <br /> Conclusion: The proposed comprehensive plan change will allow a <br /> reasonable reuse of an existing school building. <br /> 2. Zoning: <br /> Finding: The property is currently zoned R-2, Single-Family High <br /> Density Residential with the applicant proposing to rezone the property <br /> to R-3, Multiple-Family Low-Density Residential with contract which <br /> will specify specific conditions of approval. <br /> Conclusion: Congregate care facilities are a permitted use in the R-3 <br /> zone. <br /> 3. Land Use: <br /> Finding: The subject property, which includes an entire block, is <br /> currently occupied by a vacant school building. <br /> The rehabilitation proposed by the applicant would include living <br /> units, food preparation areas, serving area, beauty/barber shop, <br /> exercise area, lounges and library in the existing school building. <br /> The schools exterior will be preserved and refinished to maintain its <br /> historic character. In addition, two new buildings 3 stories in <br /> height, will be constructed north and south of the existing school. <br /> Conclusion: The proposed congregate care facility will allow a <br /> reasonable reuse of the school facility and preserve the existing <br /> school structure. <br /> 4. Historic Significance: <br /> Finding: The Washington School was constructed in 1910 and is a <br /> significant historic building in Everett being the oldest standing <br /> elementary school in the City and does not conform to the R-1 zoning, <br /> the designation of the subject property. <br /> Conclusion: The proposed project will preserve the existing building <br /> facade. The R-3 zoning will bring the existing non-conforming <br /> structure into zoning code compliance. <br /> -2- <br /> c„ r <br />
