I <br /> K <br /> Section 3 : The total estimated cost and expense of <br /> the improvement is declared to be $900, 800 and the entire cost <br /> and expense of such improvement shall be borne by, and assessed <br /> against , the property specially benefitted by such improvement <br /> to be included in a local improvement district to be <br /> established embracing as near as may be all property specially <br /> benefitted by such improvement , except that the City Water Fund <br /> No. 401 shall contribute a cost equivalent to the cost of the 8 <br /> inch water line , from 104th Street to 105th Street (estimated <br /> to be $15 , 000) ; and , except any public contributions hereafter <br /> authorized by City Council , if any, to defray a part of the <br /> cost of this improvement . <br /> Section 4 : All persons who may desire to be heard <br /> on the improvement described herein are notified to appear and <br /> present such views at a meeting of the City Council to be held <br /> in the Council Chambers in the City Hall in Everett , <br /> Washington, at 8 : 30 a .m. , on November 13, 1985 , which time and <br /> place are fixed for hearing all matters relating to the <br /> proposed improvement and for determining the method of payment <br /> for the improvement.
