RESOLUTION NO. ? 2 <br /> A RESOLUTION amending the Comprehensive Plan <br /> of the City of Everett as provided for by Everett <br /> Municipal Code Title 2, Section 20, Subsection 120, <br /> to encompass an area bounded by Holly Drive, <br /> Dorn Avenue, 3rd Avenue SE, and 104 Street SE, <br /> - commonly known as the South Point district. <br /> WHEREAS, the City of Everett adopted a Generalized Land Use Plan map <br /> by Resolution No. 7264 in 1967; and <br /> WHEREAS, the City adopted the Everett Community Plan by Resolution <br /> No. 553 in 1972 as an "integral component of an official and flexible guide <br /> to development decisions," along with the 1967 Plan map; and <br /> WHEREAS, the City's existing citywide Comprehensive Plan consists of <br /> two maps, illustrating land use designation, transportation corridors and <br /> public facility locations, as well as a set of general goals, policies and <br /> plans; and <br /> WHEREAS, the City's current Comprehensive Plan is deficient for the <br /> South Point area because: <br /> 1. It does not provide adequate land use guidance for <br /> the Planning Commission to review land use <br /> development applications and rezone requests and <br /> the Hearing Examiner to review plats and <br /> subdivisions; and <br /> 2. It no longer contains updated public facilities <br /> and transportation elements which are consistent <br /> with the City's present planning needs and <br /> requirements; and <br /> WHEREAS, current development pressures identify the need to clarify <br /> the comprehensive plan map for the area known as South Point; and <br /> WHEREAS, the City initiated a comprehensive plan map updated for the <br /> South Point area; and <br /> WHEREAS, the Everett Planning Commission has reviewed the Plan map, <br /> has held public hearings concerning the document, and has reconciled all <br /> obvious inconsistencies between the South Point Area Comprehensive Plan map <br /> and existing citywide plan; and <br /> -1- <br />
