July 19, 2017 <br /> Considerable Council discussion ensued regarding the petition including <br /> the possibility of various Council initiated districting ballot measure <br /> possibilities, a Council advisory ballot, district boundaries, number of at <br /> large positions versus district positions, uniqueness of 2017 for initiative <br /> petition validation, number of validated signatures EDN acquired, <br /> possibilities of a districting commission, interest in additional community <br /> engagement including a public hearing, County submittal deadline for the <br /> November ballot, and scheduling subsequent discussion on this issue at a <br /> night meeting when all Council members are present. <br /> In accordance with Council Member Stonecipher's request that was <br /> supported by President Tuohy, Legal was asked to prepare language for <br /> Council's consideration that can be incorporated into the proposed <br /> ordinance by amendment on 3rd reading placing EDN's districting measure <br /> on the upcoming November ballot by Council action rather than the initiative <br /> process. It was clarified that the proposed ordinance is on for 3rd reading at <br /> Council's next meeting at which time language revisions could be <br /> considered. <br /> Because of the County's August 1 deadline and the need to accommodate <br /> schedules, President Tuohy indicated a special Council meeting would be <br /> held before August 1 for the 3rd reading of this ordinance.
