Rail Flagging; planning and coordination (page S68)Special Provisions,Appendix).The <br /> City has an account directly with BNSF to pay for railroad flagging and inspection <br /> required for active construction (estimated in Exhibit D, page"Appendix G1-58"). The <br /> City has included a WSDOT special provision (on page S70)that indicates when there <br /> will be a flagging cost to the contractor. <br /> e. Bidder BNSF questions directed to Heather Griffin,answer will be distributed to all. <br /> 5. BNSF TCL,Access&Temporary Rail Crossing.City has executed an Overpass Agreement with <br /> BNSF (included in Volume 2 Appendices). In addition,the City has obtained a pipeline license for <br /> the pipeline crossings. As part of the overpass agreement and real estate process the City <br /> obtained temporary construction license for constructing the structure that has already been <br /> paid for(see page "Appendix G1-18", Exhibit A of the agreement). <br /> a. Temporary crossing is at Contractor's option and expense dependent on bridge erection <br /> method. BNSF temporary crossing costs are based on 8-foot increments. Private <br /> Crossing Forms have been included in the appendices in Volume 2. Verbal estimate <br /> given by BNSF at the meeting is $1,500 per foot(for the width of the temporary <br /> crossing)per track;there are five sets of railroad tracks to cross. [For example,for a 16- <br /> foot wide temporary crossing,the cost would be$1,500 x 16-foot width x 5 tracks= <br /> $120,000.] <br /> 6. Proposed Schedule <br /> a. Bid Opening May 2"d; [Currently revised to May 16th by Addendum No. 1].After staff <br /> evaluate the bids, including any needed consultations with WSDOT, a recommendation <br /> for award is made to City Council during a City Council meeting,which takes several <br /> weeks to schedule. Bidders are notified of the recommendation and the date of the City <br /> Council meeting. The successful bidder has 20 days after award to execute contract <br /> documents. <br /> b. PUD restrictions for power outages of raised transmission lines. PUD indicated that they <br /> cannot do anything between the months of October and May except the possible power <br /> outage(no dropping of lines). Refer to the specifications for the notifications and <br /> restrictions for requesting PUD to either drop the raised transmission lines or de- <br /> energize the transmission lines. <br /> c. Physical Completion-360 working days <br /> i. working days tied to Physical Completion <br /> ii. allow adequate schedule time for Substantial Completion and Punch list <br /> 7. Detour Route&Traffic Control <br /> a. Detour route and standard plans in addition to two drawings. See specifications and <br /> appendices. <br /> b.
