Grand Avenue Park Bridge - Pre-Bid Conference Summary <br /> April 11, 2017 <br /> 1. Brief overview and introductions.This overview included renderings and slides that are <br /> available at the Grand Avenue Park Bridge project webpage. This presentation was a basic <br /> orientation of the project and stakeholders as well as some of the history for those that had not <br /> heard a public presentation on the project. <br /> 2. KPFF went over possible erection sequence alternative included in the plans. There was an <br /> indication that a contractor could propose a different alternative but that erection alternative <br /> would need to be reviewed not just by the owner but also reviewed and approved by BNSF. <br /> Both BNSF and PUD requirements are elements that the bidder should be take into account as <br /> their requirements impact installation schedule. Important items include: <br /> a. Bluff stability for both the excavation and the cranes. <br /> b. Alignment of bridge and pipes and the sequencing of construction. <br /> c. Complex steel details. <br /> d. Painting of specific bridge members as indicated on 50.01. <br /> 3. Federal Funds, DBE&Training. City staff indicated the importance of these items based on a <br /> previous bridge project where WSDOT indicated that the low bidder had to be rejected. The <br /> bidder should be familiar with federal funding requirements. <br /> a. Federal Funds; rule compliance and documentation required. <br /> b. 16%DBE goal & 1000 hours training;comments are welcome. <br /> c. Need to follow the WSDOT Training Approval process. <br /> 4. BNSF Coordination. A BNSF inspector will be inspecting the project for compliance with plans <br /> that BNSF has approved at the City's expense. This is separate of the coordination needed to <br /> schedule BNSF railroad flagging. <br /> a. Familiarity with BNSF requirements is critical, read all railroad standards and know what <br /> is included in the Exhibit C and C-1 portions of the Overpass Agreement,these are <br /> executed directly between the contractor and BNSF. This includes all required safety <br /> training, badges, and special requirements such as railroad shoring standards if <br /> excavating within zones that require. Safety is paramount. <br /> b. Over Track work moratorium October 16—December 31ST,although some specifically <br /> approved work has gone approximately a month into the moratorium. That would be <br /> approved on a case-by-case basis at the time of need and evaluation of other factors <br /> (such as landslide response,train traffic,other projects). <br /> c. 11 freight trains per day,see page"Appendix G1-42"for train and speed information. <br /> The contractor may want to consider using a Form B,which allows train movement <br /> through the area of construction. Workers need to be prepared to cease construction <br /> and move off the tracks.BNSF indicated verbally that they can only guarantee <br /> 1 <br /> age 7 <br /> Provided to Builders Exchange of WA, Inc.
