1. Introduction <br />The Kasch Park Repaving project consists of replacement of approximately 4.3 acres of existing asphalt in the <br />Community Transit parking lot area. Community Transit is located at 2300 Kasch Park Road, Everett, WA <br />98204. All stormwater facilities will meet the requirements of the 2012 Department of Ecology's (DOE) <br />Stormwater Management Manual for Western Washington (SMMWW), as well as the 2010 City of Everett <br />(COE) Stormwater Management Manual (SMM). The site uses a pump to route water that has already been <br />detained onsite in a detention vault to a bioswale south of the pavement footprint for water quality treatment. <br />This bioswale was sized to treat an estimated water quality volume of 0.40 cfs (see Appendix B for the original <br />water quality calculations). However, it has been found that the pump is actually pumping 0.62 cfs (see <br />Appendix C for the pumping analysis). The upgrades to the water quality treatment process are therefore <br />treating 1.5 times more water than actually required. <br />The site is comprised of a single 18.1-acre parcel. The parcel is bound to the north and east by Kasch Park <br />Road (Kasch Park Road runs west to east and then curves south and runs along the eastern property line). <br />Adjacent to the western property boundary is the Sno-isle Skills Center and to the south is Woodstone <br />Industries, Inc. GeoEngineers also noted small wetland areas on site, to the southwest, south, and east of the <br />pavement areas (see the Critical Area Review document, submitted by GeoEngineers under separate cover). <br />The site is located within Everett City limits.
