.0 <br /> Everett Mall Way from the south city limits line northeasterly to 3rd Ave. <br /> SE, with complete standard street system improvements (including widening the <br /> street by 2 lanes, one on each side, curbs, gutters and sidewalks) and intersection <br /> improvements, including complete standard street system improvements to the <br /> limit of the ownership line of the corner property at the intersection of 1st Place <br /> West, also known as Howard Ave., on the south side of Everett Mall Way, Meridian <br /> Ave., also known as Warren Ave., 1st Drive SE, also known as Ward Ave., Intercity <br /> Ave., and including a storm water system and one half the cost of traffic signal <br /> system improvements at Evergreen Way, with 9th Ave. W, also known as Olivia <br /> Park Road, including the total cost of conduit for a future traffic signal system at <br /> 3rd Ave. S.E., and 8 inch sanitary sewers on the south side of the street from <br /> Evergreen Way to 1st Drive SE, also known as Ward Ave., including 8 inch sanitary <br /> sewers on the unopened right-of-way known as 5th PL W, from Everett Mall Way, <br /> south 200 feet, and on the north side, from 4th Ave. W., also known as Emander, to <br /> Intercity Ave., and transit shelters, and property acquisitions, and necessary <br /> appurtenances as determined by the City Engineer in connection therewith. <br /> Section 3: The total estimated cost and expense of the improvement is <br /> declared to be $2,867,400 and the entire cost and expense of such improvement <br /> shall be borne by, and assessed against, the property specially benefitted by such <br /> improvement to be included in a local improvement district to be established <br /> embracing as near as may be all property specially benefitted by such <br /> improvement, except that Washington State Department of Transportation Street <br /> and Highway Overlay Funds estimated to be $183,175 shall be used to defray the <br /> cost of this improvement, and City of Everett Storm Detention Funds (Fund No. <br /> 340) shall be used to defray the entire cost of the construction of a storm water <br /> system from Everett Mall Way south to 104th Street on 1st Place West, also known <br /> as Howard Ave., for that single drainage basin along Everett Mall Way, and except <br /> City Transit Funds shall contribute the entire cost equivalent to the cost of the <br /> transit shelters and necessary right-of-way related thereto, and except any public <br /> contributions determined by City Council, if any, that may become available to <br /> help defray the cost of this improvement. <br /> -2- <br />
