CITY OF EVERETT OBJECTIVES <br /> FOR <br /> COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br /> 1985 through 1987 <br /> I. ACTIVITY OBJECTIVES <br /> Priority I: Improvement of Residential Neighborhoods and Expansion of <br /> Housing Opportunities <br /> The first priority for use of CDBG funds shall be to improve <br /> residential neighborhoods, concentrating on the most needy <br /> neighborhoods. Emphasis shall be on assisting low-and-moderate income <br /> persons by improving housing and the physical environment, and <br /> preventing blight. In addition, housing opportunities shall be <br /> expanded through assisted housing programs and hopefully private sector <br /> support. Under this priority, sub-priorities shall be as follows: <br /> - Expansion of housing opportunities through improvements to the <br /> housing stock by owner occupied rehabilitation and the rental <br /> rehabilitation program. <br /> - Improvement and/or new construction of neighborhood public <br /> improvements such as streets, sidewalks, utilities, parks and <br /> recreation facilities, curbs and gutters and street trees or other <br /> physical amenities. <br /> - Maintain and increase the quality and quantity of housing <br /> available to Everett residents, particularly those of low-and- <br /> moderate income. <br /> - Insure that particularly those of low-and-moderate income are <br /> provided maximum opportunity to live in the location of their <br /> choice. <br /> - Provide housing assistance through HUD for low-and-moderate income <br /> households. <br /> - Provide for conservation and development of viable residential <br /> neighborhoods, giving special priority to redeveloping areas which <br /> are blighted and deteriorating. <br /> Preserve historic landmarks as financially feasible, utilizing <br /> their cultural, environmental and financial potential. Create a <br /> public awareness of historic buildings and sites. Do not <br /> jeopardize historic building and sites as community development <br /> projects are carried out. <br /> Priority II: Eliminating and/or Prevention of Blighting Influences <br /> The second priority for use of CDBG funds shall be the prevention and <br /> elimination of blighting influences in the Community through planning, <br /> commercial area revitalization and industrial redevelopment. <br /> Sub-priorities are as follows: <br /> - Economic development studies and plans to evaluate commercial and <br /> industrial redevelopment needs, opportunities and feasibility. <br /> 0916G <br />
