Revitalization of neighborhood commercial areas in or adjacent to <br /> designated Neighborhood Areas. <br /> - Revitalization of commercial areas designated by the City where <br /> revitalization plans have already been completed. <br /> - Alleviate physical and economic distress through the stimulation <br /> of private investment and through the provision of employment <br /> opportunities. <br /> - Encourage and promote community development activities which are <br /> consistent with local comprehensive planning and capital <br /> improvement programs. <br /> - Assist the private sector with available State and Federal funding <br /> and loan opportunities, especially small businesses. <br /> Priority III: Citywide Community Facilities and Social Services <br /> The third priority fo use of CDBG funds shall be to provide for, or to <br /> improve, needed citywide public community facilities and social <br /> services. Sub-priorities under Priority III are: <br /> - Facilities or equipment which enhance the health, educational, and <br /> social services opportunities of low-and-moderate income residents <br /> of Everett. Examples include senior centers, facilities for the <br /> handicapped, main library improvements and branch libraries. <br /> - Facilities which enhance the recreational opportunities of <br /> identifiable segments of the population (e.g. , seniors, <br /> handicapped persons, and minorities) and are not specifically <br /> oriented toward one neighborhood. <br /> - Promote a planned program of social and health services, cultural <br /> enrichment, and human resources development, coordinating City, <br /> County, State, Federal and private agency programs. <br /> - Support the removal of material and architectural barriers and <br /> provide for improving access for handicapped persons to public <br /> facilities. <br /> - Improve social services to support physical development activities <br /> undertaken with Community Development Block Grant funds (i.e. , <br /> employment assistance, training for employment, crime prevention, <br /> child care, health care, drug abuse programs, and educational <br /> programs) . The priority for Social Service will be to projects <br /> which are long term in nature rather than short term like overhead <br /> expenses. <br /> -2- <br />
