Because the City of Everett functions as the central city of <br /> Snohomish County and as such it: a) provides a focus for <br /> many public and private facilities and services, b) attracts <br /> people of various ages, income groups, and life styles, and <br /> c) has many well established and important single family <br /> neighborhoods; the City should continue to assure that there <br /> is a wide range of housing opportunities in the City as a <br /> whole, while preserving and creating distinct neighborhoods. <br /> 12A 2. Because it is in the public interest to preserve and improve <br /> single family neighborhoods, single family detached dwellings <br /> should be considered the major land use within designated <br /> single family neighborhoods. Dwellings in- areas zoned R-S <br /> and R-1 _ should be limited to single family detached <br /> structures on existing lots, in subdivisions, and in planned <br /> developments (PRD's etc.) . Dwelling units in R-2 zoned areas <br /> should be limited to single family detached structures and <br /> duplex structures in planned developments, in subdivisions, <br /> and on individual lots through an administrative process with <br /> regulating criteria. (For the purposes of these policies, <br /> the term "subdivision" refers to both standard subdivisions <br /> and short subdivisions) . <br /> Implementation: Develop a generalized Land Use Plan Map and <br /> revise the Zoning Code and Building Code where necessary. <br /> 9 <br />
