Every ordinance and resolution in force at the time of the adoption of this charter, <br />except insofar as it is inconsistent with this charter, shall continue in force until amended <br />or repealed. All rights and obligations in favor of and against the city existing at the time <br />of the adoption of this charter shall continue without modification. <br />Sec. 17.5. Alternate First Election and Effective Date. <br />In the event it is not legally possible to hold the first election of officers under this <br />charter at the time specified in section 2.3, then such first election shall be held as soon <br />thereafter as is legally possible for such purpose.
