SITE DESCRIPTION <br />Wetland Resources, Inc. completed a site investigation and delineation in March, 2008, to <br />locate and evaluate jurisdictional wetlands and streams on and in the vicinity of a 35.74- <br />acre site. It is located on the east side of 36th Ave West, north of Seaway Boulevard, in the <br />city of Everett, Washington (Section 3, Township 28N, Range 4E, W.M.). <br />The subject property is undeveloped and forested throughout. Topography is variable, with <br />steep east aspect slopes in the eastern portion of the property and slightly rolling <br />topography throughout the remainder of the site. Surrounding land use is comprised of a <br />commercial development to the north (Intermec Corp.) with undeveloped forested areas to <br />the east, south and west. Current zoning of the site is M-M Business Park. <br />There are six wetlands and two Type Ns streams located on the subject site. The wetlands <br />are identified as Wetlands A through F on the attached maps. Wetland A is located in the <br />northern central portion of the property and extends off -site to the north. Wetlands B, C and <br />D are located off -site to the north on the Intermec Technologies Corp. campus. Wetland E is <br />located along the northern property boundary of the subject site adjacent to the Intermec <br />Campus parking lot. Wetland F, which contains two Type Ns streams, is located in the <br />northeastern corner of the subject property. The two on -site streams drain into Powder Mill <br />Gulch, located off -site to the west. The reach of Powder Mill Gulch adjacent to the site is <br />mapped on the City of Everett Critical Areas Map 1 as a Type F stream. <br />The Washington State Department of Ecology's (DOE) Washington State Wetland Rating <br />System for Western Washington (Revised) was used to classify the wetlands associated with <br />this site. DOE's Washington State Wetland Rating Form for Western Washington (Version 2) <br />was completed for each wetland. Rating forms and mapping are included as an appendix to <br />this report. Based on the classifications and point totals achieved from the rating system, <br />Everett Municipal Code, Chapter 37, was applied to determine wetland buffer widths. <br />Wetlands A-D and F are classified as Category III wetlands under the rating system, with <br />habitat scores below 19 points, and thereby receive 60-foot buffers in Everett. Wetland E is <br />classified as a Category II wetland with less than 19 habitat points and thereby receives a <br />75-foot buffer. Since the site is composed of intact, native vegetation, both Type Ns streams <br />that lie within Wetland F receive 50-foot buffers and the off -site Type F stream (Powder Mill <br />Gulch) is designated a 100-foot buffer. <br />PROPOSED DEVELOPMENT AND MITIGATION MEASURES <br />Development History <br />The subject property (Lot 2) was master planned in the late 1980's for a building very similar <br />to the Intermec Corp. building on the adjacent lot (Lot 1). It was identified as Phase 3 of the <br />Intermec Corporate Headquarters on the Master Site Plan. The planned building on Lot 2 <br />was rotated 90 degrees and access was proposed from Intermec's current access road off <br />of 36th Avenue West. Construction access for Lot 1 was provided across Lot 2 in the vicinity <br />of the current location of Wetland A. Intermec Technologies Corp. ultimately decided not to <br />pursue the previously planned development of Lot 2.
