Overall, the proposed fill slope results in benefits to wildlife habitat and public safety rather <br />than detriments that would occur from construction of a retaining wall. <br />Temporary Buffer Impact and Storm water Conveyance <br />The applicant is proposing to install stormwater conveyance pipes in two separate locations <br />within the on -site buffer areas. A conveyance pipe flows out of the north end of the <br />detention pond east of Wetland A will result in a total of 7,913 square feet of temporary <br />buffer impacts. The temporary buffer impact areas associated with Wetlands A and C will be <br />restored through planting native shrubs. The anticipated buffer impact areas are 15-feet <br />wide (7.5-feet on either side of the conveyance pipe). For a detailed plant list for proposed <br />temporary buffer impacts, refer to the Temporary Buffer Impacts to be Restored section <br />included in this report. <br />In addition, 1,900 square feet of temporary buffer impacts will result from a conveyance <br />pipe within the buffer between Wetland E and Wetland F. Currently the area where the pipe <br />will be placed is comprised of an old roadbed, with no significant native vegetation. Due to <br />existing conditions, the applicant is proposing to grass seed this temporary buffer impact <br />area. <br />WETLAND AND STREAM CLASSIFICATIONS - COWARDIN SYSTEM <br />The wetland and stream classifications applicable to this site according to the Cowardin <br />System, as described in Classification of Wetlands and Deepwater Habitats of the United <br />States, are as follows: <br />Wetlands A - F: Palustrine, Forested Wetland, Broad-leaved Deciduous, Saturated <br />Streams A and B: Riverine, Intermittent, Streambed, Mud <br />Stream C: Riverine, Lower Perennial, Cobble Gravel <br />WETLAND AND STREAM CLASSIFICATIONS - CITY OF EVERETT <br />Under the City of Everett's Municipal Code, Chapter 37, the on -site wetlands and streams <br />are classified as follows: <br />Wetland A (Category III): This forested, slope wetland received a total score for functions <br />of 40 points with a habitat score of 15 on the DOE Wetland Rating Form for Western <br />Washington (Version 2). Category III wetlands with habitat scores of less than 19 typically <br />receive 60-foot protective buffers. <br />Wetland B (Category III): This forested, depressional wetland received a total score for <br />functions of 31 points with a habitat score of 12 on the DOE Wetland Rating Form for <br />Western Washington (Version 2). Category III wetlands with habitat scores of less than 19 <br />typically receive 60-foot protective buffers. <br />Wetland C (Category III): This forested, depressional wetland received a total score for <br />functions of 46 points with a habitat score of 15 on the DOE Wetland Rating Form for <br />Critical Area Study and Buffer Mitigation Plan 3 WRI# 09084 <br />Intermec- Lot 2 Revision#2: March 22, 2010 <br />
