completion of the project, unless the monitoring period is extended for any reason. The <br />consulting wetland professional will prepare a report as to the success of the project. <br />Definition of Success: The planting area shall support at least 80 percent of the native <br />plants set forth in the approved planting plan by the end of five years. The species mix <br />should resemble that proposed in the plan, but strict adherence to obtaining all of the <br />species shall not be a criterion for success. By the end of the fifth growing season, the <br />aerial coverage of native plants, including volunteers and ground cover, shall be 80 percent <br />in the planting area(s). <br />Maintenance: The planting area(s) may require periodic maintenance during the monitoring <br />period. Maintenance may include, but will not be limited to, removal of competing grasses <br />and invasive vegetation (by hand if necessary), irrigation, replacement of plant mortality, <br />fertilization, and/or the replacement of mulch. Aggressive control of invasive grasses may <br />be required in the restoration areas. Chemical control, if necessary, shall be applied by a <br />licensed applicator following all label instructions. Bird boxes shall be cleaned out once per <br />year, after the young have fledged (late summer). Any missing or damaged bird boxes shall <br />be replaced during the monitoring period. <br />CONTINGENCY PLAN <br />If 20 percent of the installed plants are severely stressed during any of the inspections, or it <br />appears 20 percent may not survive, additional plantings of the same species may be added <br />to the planting areas. Additional contingency elements may include, but will not be limited <br />to: more aggressive weed control, animal control, mulching, replanting with larger plant <br />material, species substitution, fertilization, soil amendments, and/or irrigation. <br />PERFORMANCE BONDING <br />A performance bond or other assurance device shall be provided to the City of Everett for <br />the period of five years from the completion of the project, in the amount of 90 percent of <br />the estimated costs for plant material, bird boxes, and installation labor. This bond shall be <br />released upon a successful determination by the City of Everett for all portions of this <br />mitigation project.
