POST -MITIGATION FUNCTIONS AND VALUES <br />To accommodate for the access road, the applicant is proposing to average the buffers of <br />Wetlands A and D down to a minimum of 45-feet. A total 12,779 square feet of reduced <br />buffer will result from proposed activities. The impacts are proposed in an area that <br />minimizes the potential harm to the existing functions and values provided by the wetland <br />buffer, since non -mature alder and salmonberry currently dominate the area proposed for <br />impact. Although the proposed buffer reduction area will impact the forested buffer, the <br />proposed additional buffer area will result in permanent protection of forested buffer area <br />along the on -site steep slopes. The additional buffer area will maintain forested corridors for <br />wildlife in the vicinity, and permanently protect the high level of functions currently provided <br />by the forested area. <br />Five bird boxes will be placed within the subject buffer near the proposed access road and <br />just outside of the temporary impact areas. These boxes will provide additional habitat <br />features for nesting birds within the buffer and will help replace the temporary habitat loss <br />due to the impacts. This measure will help to increase the habitat value of the subject <br />wetland buffer. <br />The proposed buffer averaging will provide permanent protection to an equivalently <br />functioning buffer area between the proposed development and Wetland A. No net loss of <br />function or value will occur from this proposal. <br />This proposal will increase the overall functions and values provided by the subject wetland <br />buffers by providing greater vegetative diversity, greater habitat value, and permanent <br />protection. <br />USE OF THIS REPORT <br />This Critical Area Study and Buffer Mitigation Plan is supplied to Intermec Technologies <br />Corporation as a means of determining on -site critical area conditions, as required by the <br />City of Everett during the permitting process. <br />This report is based largely on readily observable conditions and, to a lesser extent, on <br />readily ascertainable conditions. No attempt has been made to determine hidden or <br />concealed conditions. Reports may be adversely affected due to the physical condition of <br />the site and the difficulty of access, which may lead to observation or probing difficulties. <br />The laws applicable to sensitive areas are subject to varying interpretations and may be <br />changed at any time by the courts or legislative bodies.
