Recommendation: Move portion of international exhibits of Expo '86 to Everett for <br /> permanent installation. <br /> Recommendation: Develop any form of local museum development on the <br /> waterfront as opposed to Everett Center. <br /> Everett Cultural Center <br /> Observation: "There is not one single identifiable location where a breath of <br /> centralized acitivities can take place in Everett. <br /> In recommending an Everett Cultural Center and relying on the NBBJ, SRI study, <br /> the TPPG study recommends that emphasis be placed upon catalysts for activity <br /> and furtehr, that commercial recreation attractions such as a museum not be <br /> included in Everett Center. "While it is important to serve the existing needs of <br /> the community in the Center, especially through the provision of auditorium <br /> theater space, other square footage of locations should be oriented toward smaller <br /> business and civic meetings in relationship to its central location." <br /> Recommendation: The emphasis of the Center should be upon Sen. Jackson's <br /> library and studies, educational and seminar ties with the University of Washington, <br /> and a focus on attracting national and international attention on projects, studies <br /> and meetings oriented toward Everett. Moreover, adequate space should be <br /> available in the Center to serve local performing arts as well as accommodate civic <br /> and cultural meetings at one location. <br /> Recommendation: <br /> 1. Increase seating of the performing arts theater from NBBJ's 700 seats to <br /> 1,000 to 1,200. <br /> 2. Concur with NBBJ on community meeting rooms and educational space <br /> allocations. <br /> 3. Spaces allocated for museums should be reoriented to library, seminar and <br /> educational space with ties to Senator Jackson and the University of <br /> Washington. <br /> Recommendation: Site 2B, as outlined in the NBBJ study designated as the Everett <br /> Center location. <br /> The City of Everett should be the owner of the facility and either the City or a <br /> non-profit corporation should be commissioned to provide for operation. <br /> Recommendation: Capital expenses should be primarily of a private nature <br /> including non-profit donation funding. <br /> Recommendation: Development should be strongly encouraged in the immediate <br /> block south and west of the Everett Center. Each of these blocks is a potential for <br /> commercial redevelopment to help tie the core and the waterfront together and the <br /> assemblage of property should be contemplated as expeditiously as possible. <br />
