January 1983 - Mayor's core group agrees on major elements of the phase two downtown redevelopment program. Major program elements include: 1. Construction of a City sponsored, large scale civic center complex in the CBD to include: (a) performing arts theater/community hall (b) public meeting rooms; (c) public plaza; (d) large multi-purpose museum and art gallery; (f) expanded library and; (e) Senator Jackson offices, library and Sino-Soviet Studies Center. 2. Attraction of a major office/retail/hotel project to the downtown core. 3. Work with the Port to create a major office/retail/restaurant project on the central waterfront adjacent to the CBD and the Civic Center. 4. Work aggressively to encourage rehabilitation of attractive historic structures in the CBD, with special emphasis on the Monte Cristo Hotel. January 1983 - Mayor and core group agree to accelerate implementation of phase two by: (a) initially retaining a downtown development promoter and coordinator on a personal services contract to assist in initiating the phase two program and; (b) ultimately hiring a permanent downtown coordinator to carry our detailed program activities and provide staffing for a future public development corporation. City staff tours Baltimore's Inner Harbor - Harbor Place redevelopment project and discusses waterfront revitalization techniques with Baltimore Planning Director. March 1983 - Everett Community Profile published which contains extensive information and baseline data on the economic characteristics of the City. April 1983 - The City, Port, and State Department of Transportation reach agreement to carry out a $100,000 program to add and revamp Everett identification signs along Interstate 5. May 1983 - Bid to be awarded for $28 million dollar Southwest Everett Sewer Interceptor Project. May 1983 - Southwest Everett Area promotional brochure to be published by the City.
