1 <br /> FINDINGS AND CONCLUSIONS: <br /> 1. Annexation <br /> Finding: <br /> The City of Everett recently annexed Smith Island (date: <br /> 5/20/83). The entire island is within the jurisdiction of the <br /> Washington State Shoreline Act of 1972, ROW 98.58 and WAC 173-16, <br /> and consequently controlled by the local Shoreline Master Program. <br /> Per WAC 173-19-0004, the City must use Snohomish County's Shoreline <br /> Plan until the City's Shoreline Plan is amended. <br /> 2. Shoreline Plan: Environment Designation/Water Dependency <br /> Finding: <br /> Snohomish County's Shoreline Plan identifies the Smith Island area <br /> as Urban, thus permitting a wide range of intensive uses. (See <br /> Exhibit 3A) <br /> The majority of the eight-acre site will be used for water <br /> dependent activities (approximately five (5) acres) with the <br /> exception being the dry land salvage yard which occupies <br /> approximately three (3) acres. <br /> Conclusion: <br /> The proposed operation is generally consistent with the Snohomish <br /> County Shoreline Master Program as the majority of the property is <br /> proposed for water dependent activities. <br /> 3. Shoreline Plan: Use Regulations <br /> Finding: <br /> The existing dry land salvage operation does not comply with the <br /> Snohomish County Master Program and should be modified in the <br /> following manner to come into compliance: <br /> ii <br /> a. That a ten-foot wide landscaped area be provided on all <br /> property boundaries to provide a complete visual screen of <br /> the operation. This planting shall consist of evergreen <br /> materials with a specific landscaping plan to be reviewed and <br /> approved by the City Planning Department by March 1, 1984. <br /> iI All plantings shall be installed around the existing salvage <br /> If yard by June 15, 1984 and around the remainder of the site <br /> prior to being used for water dependent industrial purposes. <br /> b. That a six foot high chain link fence with wooden slats be <br /> ji installed immediately on the southern side of the landscaped <br /> it improvement along Ross Avenue adjacent to the salvage yard. <br /> This same fenced improvement shall be installed along the <br /> remainder of the Ross Avenue frontage prior to development. <br /> c. That no materials stored on site shall be visible off-site. <br /> d. That the majority of the site shall develop with water <br /> dependent industrial uses with no expansion of the existing <br /> dry land salvage yard operation. <br /> Conclusion: <br /> Compliance with the above requirements will be required through <br /> specific conditions attached to this Shoreline permit. <br /> I I <br /> I <br /> 4 <br />
