4. Zoning Requirements: Flood Fringe Zoning 1 1 2 <br /> Findings: <br /> The proposed piers will project into the floodway and are required <br /> to be firmly anchored to prevent flotation. <br /> The Flood Fringe Zoning requirements are contained in Exhibit 4, <br /> Exhibit 5, the Flood Insurance Rate Map, indicates that the base <br /> flood elevation is nine feet using the National Geodetic Vertical <br /> Datum of 1929. Exhibit 2A shows the ground elevation of the <br /> existing site as being 9.7 to 12.0 feet (1929 Datum). <br /> Additional improvements will be necessary to bring existing <br /> structures into compliance with the Flood Fringe Zoning <br /> requirements including the following: <br /> a. The first floor of structures shall be two feet above the <br /> regulatory flood protection elevation. <br /> b. The fill shall be two feet above the regulatory flood <br /> protection elevation for a distance of fifteen (15) feet <br /> beyond any structure in any direction. <br /> c. Beyond fifteen (15) feet from any structure, the fill shall <br /> be no lower than one foot below the regulatory flood <br /> protection elevation. <br /> d. Compliance with Federal Regulations Title 24 (CFR) Section <br /> 1910.3 is required. <br /> 5. Existing Use: <br /> ,I Finding: <br /> The predominant use of the property currently is a dry land salvage <br /> yard with materials being trucked to and from the site. This <br /> operation occupies approximately three acres of the eight acre site. <br /> Conclusion: <br /> !' The remainder of the subject property (five acres) should be <br /> 11 <br /> developed for water dependent activities. <br /> NOW, THEREFORE, BE IT RECOMMENDED BY THE PLANNING COMMISSION TO THE <br /> jIEVERETT CITY COUNCIL, that <br /> The Shoreline Substantial Development Permit for Sea-Land Associates, <br /> Inc., 615 Ross Avenue BE GRANTED with the following conditions: <br /> 1. Detailed drawings, in accordance with City Design and Construction <br /> Standards, shall be submitted to the Public Works Department <br /> showing site parking layout, utilities, storm drainage and <br /> temporary construction erosion control. Public Works Department <br /> approval of these drawings is required prior to any permits being <br /> issued. All improvements shall be completed, approved and <br /> warranted before the Occupancy Permit is issued. <br /> ti <br /> ' 2. Dedication of right-of-way for Ross Avenue is required. <br /> I3. Care should be taken to avoid damage to an existing 8-inch cast <br /> iron water main crossing Snohomish River in this location. <br /> 4.
