12 <br /> 5. Signatures on the sewer and water systems petitions for a Local <br /> Improvement District for Smith Island is required. <br /> 6. Sanitary system must be approved by City of Everett Public Works. <br /> 7. A fire hydrant is required within 200 feet, but not closer than 50 <br /> feet of every structure. <br /> 8. City streets and alleys are to be kept clear of dirt and debris at <br /> all times during construction. Dust suppression and street <br /> cleaning must occur as directed by the Public Works Inspector. <br /> 9. That a ten-foot wide landscaped area be provided on all property <br /> boundaries to provide a complete visual screen of the operation. <br /> This planting shall consist of evergreen materials with a specific <br /> landscaping plan to be reviewed and approved by the City Planning <br /> Department by March 1, 1984. <br /> 10. All plantings shall be installed around the existing salvage yard <br /> by June 15, 1984 and around the remainder of the site prior to <br /> being used for water dependent industrial purposes. <br /> 11. That a six-foot high chain link fence with wooden slats be <br /> installed immediately on the southern side of the landscaped <br /> improvement along Ross Avenue adjacent to the salvage yard. This <br /> same fenced improvement shall be installed along the remainder of <br /> the Ross Avenue frontage prior to development. <br /> 12. That the salvage stored on-site should be limited to a height of 10 <br /> feet from Ross Avenue to a point 100 feet south of Ross Ave. with a <br /> maximum height of stored salvage materials being 16 feet on the <br /> remainder of the site. <br /> 13. That the majority of the site shall develop with water dependent <br /> industrial uses and that there be no expansion of the existing dry <br /> land salvage yard operation (limited to 3 acres in size). <br /> li <br /> it <br /> 14. That the proposed piers are required to be firmly anchored to <br /> prevent flotation. <br /> 115. That all existing structures be brought into compliance with the <br /> specific requirements of the Flood Fringe Zoning detailed below: <br /> a. The first floor of structures shall be two feet above the <br /> regulatory flood protection elevation, which is 11 feet, <br /> National Geodetic Vertical Datum, 1929. <br /> b. The fill shall be two feet above the regulatory flood <br /> protection elevation for a distance of fifteen (15) feet <br /> beyond any structure in any direction. <br /> c. Beyond fifteen (15) feet from any structure, the fill shall <br /> be no lower than one foot below the regulatory flood <br /> protection elevation. <br /> d.
