Resolution No.c34/7 <br /> A RESOLUTION adopting the 19th Ave. S.E. <br /> Area Comprehensive Plan as a guide <br /> for developing the approximately 140 acre triangle <br /> located north of 112th St. S.E. between <br /> 19th Ave. S.E. and Interstate 5 <br /> (known as the 19th Ave. S.E. Study Area) <br /> i1 <br /> WHEREAS, the City of Everett adopted a Generalized Land Use Plan <br /> II Map by Resolution No. 7264 in 1967; and <br /> j WHEREAS, the City adopted the Everett Community Plan by Resolution <br /> I <br /> No. 553 in 1972, to serve as an "integral component of an official and <br /> h flexible guide to development decisions" along with the 1967 Plan Map; and <br /> WHEREAS, The City of Everett adopted a sub-area plan for the S.W. <br /> Everett area by Resolution No. 2084 in 1982; to address changed <br /> conditions and deficiencies in the 1967 and 1972 Comprehensive Plans for <br /> that area; and <br /> WHEREAS, the City's current Comprehensive Plan consists of the <br /> above mentioned 1967 Plan Map, 1972 Community Plan, and 1982 S.W. Everett <br /> Plan and other related documents, with maps illustrating land use <br /> designation, transportation corridors, and public facility locations, as <br /> well as written goals, policies and plans; and <br /> WHEREAS, the City also recognizes changed conditions for the 19th <br /> I Ave. S.E. areas as follows: <br /> 1. The role of the area is clearly emerging as one of a <br /> community center providing a wide range of services to the <br /> growing residential population of the greater Silver Lake <br /> area east of I-5, west of Lowell Larimer Road, south of <br /> Eastmont and north of 128th St. The ultimate population of <br /> this area as determined by a recent sewer capacity study is <br /> i I <br /> estimated at 64,000 residents. <br /> 2. 19th Ave. S.E. has been improved from two lanes to five <br /> II lanes with an ultimate capacity of 40,000 to 50,000 trips <br /> per day. <br /> 3. Because of growing traffic volumes on 19th Ave. S.E. , I-5, <br /> HH and 112th St. S.E. , this area is no longer well suited for <br /> residential use. <br /> 4. The sewer and drainage systems for this area have been <br /> substantially improved and can adequately handle the sewage <br /> from all potential users in the study area. <br /> AND, WHEREAS, on June 2, 1983, the Everett Planning Commission <br /> i directed the City to complete a sub-area plan for the 19th Ave. S.E. <br /> triangle area north of 112th Ave. S.E. , between I-5 and 19th Ave. S.E. ; <br /> and <br /> ii <br /> WHEREAS, after extensive public meetings and public hearings, the <br /> I Everett Planning Commission has reviewed the 19th Ave. S.E. Comprehensive <br /> Plan and has determined that it would be in the best interest of the <br /> community, <br /> NOW, THEREFORE, BE IT RESOLVED THAT: <br /> 1. The Everett City Council approves the 19th Ave. S.E. <br /> Comprehensive Plan as a guide for development in that area. <br /> 2. The 19th Ave. S.E. Plan be accepted as an amendment to the <br /> comprehensive plan, and shall replace the existing <br /> Generalized Land Use Plan of 1967 and the Everett Community <br /> Plan of 1972 (maps and policies) as they relate to 19th Ave. <br /> S.E. The plan map, goals, policies and recommendations <br /> presented in the 19th Ave. S.E. Comprehensive Plan shall <br /> supersede similar elements set forth in the existing <br /> j! city-wide comprehensive plan, relative to the planning area. <br /> - 1 - <br />
