10/ 6 <br /> Finding: The area is in the Mukilteo School District. Schools in the vicinity <br /> are: Olivia Park Elementary, Explorer Middle School and Mariner High <br /> School. <br /> Conclusion: The area will remain in the Mukilteo School District after <br /> annexation. The school district will be impacted by the increased population, <br /> however, facilities and personnel are adequate to handle the impact. <br /> Finding: Nearby parks and recreation facilities are Silver Lake, Thorton <br /> Sullivan Park, and the playfield at Olivia Park Elementary School. <br /> Conclusion: Future development in the area will increase the use of existing <br /> facilities and may require additional park space and recreational facilities. <br /> Finding: Roads - Seventh Avenue S.E. is the major north-south collector <br /> arterial; Third Avenue S.E. between Broadway and 112th Street, is a <br /> neighborhood collector arterial; The major east-west arterial is 112th Street. <br /> This arterial to the south of the annexation area connects 19th Avenue S.E. <br /> and the Silver Lake area with Evergreen Way and Paine Field to the west. <br /> Conclusion: Seventh Avenue S.E. has been marked for improvements in the <br /> Transportation Improvement Plan. However, improvements are probably ten <br /> years away. All future street improvements in the area are the responsibility <br /> of new development and residents living in the neighborhood. <br /> Finding: The Snohomish County P.U.D. serves this area from substations <br /> located at Martha Lake, Paine Field and Silver Lake. <br /> Conclusion: The Snohomish County P.U.D. will continue to have an adequate <br /> supply to serve its customers in the area. <br /> RECOMMENDATON TO PLANNING COMMISSION: <br /> Based on the above findings and conclusions, the Planning Staff recommends that <br /> the subject area east of Larsen Road between 7th Avenue S.E. and I-5 should be: <br /> 1. Designated Single Family Residential in the City of Everett <br /> Comprehensive Plan; and <br /> 2.
