The existing County Comprehensive Plan designates the area as Low Urban <br /> Density Residential (2-4 dwelling units per acre). The proposed Paine Field <br /> Area Plan designates the area as Urban - 5-9 dwelling units per acre. <br /> Conclusion: The proponent of the annexation is requesting a Single Family <br /> Residential designation. If approved, the proposed residential designation <br /> would be consistent with the surrounding areas already in the City. <br /> 2. Zoning. <br /> Finding: Existing County zoning on the site is Rural Residential (7200 square <br /> feet per lot). Zoning to the north and northeast within the Everett City <br /> Limits is R-1(7000 square feet per lot). South of 112th Street S.E. is Multiple <br /> Family Low Density Residential (R-3). <br /> Conclusion: The proposed designations are consistent with the Everett <br /> Community Plan (1972), and is compatible with the 1967 Comprehensive Plan. <br /> Proposed zoning for the site is R-1 Single Family Low Density Residential. <br /> 3. Existing Site Conditions <br /> Finding: The annexation is vacant land. The site is within the North Creek <br /> drainage basin which is the most important environmental feature of the <br /> area. Some of the wooded area on the site probably provides wildlife habitat <br /> for birds and small mammals. <br /> Conclusion: The City will require stormwater discharge and drainage <br /> improvements as part of any development. The site exhibits a high ground <br /> water table which should require a drainage plan as part of any plat <br /> development. <br /> 4. Public Services and Facilities <br /> Finding: Water service to the area is provided by a 30" water main and a 6" <br /> water line on Third Avenue. A 4" water line serves residences along Larsen <br /> Road (109th Street SE) and can be extended to serve the annexation area. <br /> Conclusion: Some improvements to the water utility in the area will be <br /> necessary. The existing 4" diameter is currently not adequate for fire <br /> fighting purposes. <br /> I. <br /> Finding: A 12" sewer main is located east of the site parallel to the existing <br /> P.U.D. right-of-way along I-5. Unincorporated land west of the annexation <br /> area is on septic drainfields. <br /> Conclusion: The 15 acre site could be served alone or tied into a potential <br /> sewer LID for the area. However, unincorporated land in this area should <br /> annex into the City in exchange for Everett public facilities and services. <br /> Finding: Fire protection is presently provided by Fire District 11 from the <br /> station at Silver Lake. <br /> Conclusion: The area will be served upon annexation by the City of Everett <br /> Fire Department from Fire Station #6. <br /> Finding: The area is served by the Snohomish County Sheriff's Department. <br /> Conclusion: The Everett Police Department will serve the area after <br /> annexation. <br /> -2- <br />
