u
` ENG/NEER/NG/PUBLIC 5ERAVICE5 DEPARMENT
October 6, 2008
Roger & Cynthia Willman
2505 Cleveland Avenue
Everett, WA 98201
Project address: 1509 Walnut Street
Building use: Multi-family
Investigation Number: W0809-009
INSPECTION REPORT
Property Owners;
Our records show that you are the property owners of the multi-family structure noted
above. On Tuesday, September 30th an inspection was made in dwelling unit#3 in
response to a complaint. The complaint by the tenant was that the egress window in the
sleeping room and the electrical system in the unit are not up to code.
The list below denotes significant issues that were found to be out of compliance within
the building based on non-destructive investigations. It is important to note however that
not all of the possible deficiencies in the building were or could have been found based
on these limited inspections. For a comprehensive investigation, owners are encouraged
to secure the services of licensed design professionals and contractors. As this is not a
complete list, additional issues may therefore arise during subsequent plan review and
inspection.
Code references include the 2006 Everett Building code (EBC), 2006 Everett Residential
Code (ERC), 2006 Everett Fire Code (EFC), 1997 Everett Housing (EHC), 2006 Everett
Pluming Code (EPC), 2006 Everett Mechanical Code (EMC) and 2005 Everett Electrical
Code (EEC).
FINDINGS
Smoke alarms are required to be provided in each sleeping room as well as each room
leading to a sleeping room. The smoke alarms must be hardwired and provided with a
battery backup. Interconnection is required between smoke alarms such that if one
smoke alarm is activated then all alarms within the unit will activate. EFC Section
907.3.2
The electrical system in the dwelling unit includes wiring that was not installed under
permit to include flexible cord used as permanent wiring concealed in walls and ground-
type receptacles used on ungrounded circuits. This is a violation of EHC Section 1001.5,
Hazardous Electrical Wiring.
CIT 3200 3200 Cedar Street • Everett, WA 98201 • (425) 257 2896'• Fax (425) 257-8856 Z
r0
