Staff Report to City Council <br /> Nomination of Bank of Everett Building(Cope Gillette Theatre) <br /> 2730 Wetmore Avenue <br /> Everett Register of Historic Places <br /> July 21, 2017 <br /> Nomination Process for the Everett Register <br /> The nomination process requires the applicant to research the history of the property and submit an <br /> application to the Historical Commission for review. Owner approval is also required for listing on the <br /> Everett Register. The Historical Commission forwards their recommendation to City Council for a final <br /> decision. <br /> Listing on the Everett Register is primarily meant to encourage preservation of our heritage and to honor <br /> those who have cared for Everett's old buildings. It obligates the owner to consult with the Historical <br /> Commission before commencing major work on the property, although the consultation is advisory. Prior <br /> to demolition of a register property, an owner must request a waiver from the Historical Commission. <br /> The Historical Commission forwards a recommendation for approval or denial of a demolition request to <br /> City Council for final decision. <br /> Criteria for Listing in the Everett Register <br /> For listing on the Everett Register,the Bank of Everett Building must first be determined to be <br /> significantly associated with the history,architecture,archaeology,engineering or cultural <br /> heritage of the community;must have integrity; is at least fifty years old,or is of lesser age and <br /> has exceptional importance; and falls in at least one of ten categories defined in Everett <br /> Municipal Code 2.96.050. The Bank of Everett Building meets the first three criteria as follows: <br /> • It is significant to Everett's cultural and architectural history; <br /> • It retains significant historic character as it is in its original location and the exterior of the <br /> building is substantially original;and <br /> • It was built in 1963 as documented by City of Everett permit records and Everett Herald articles. <br /> As noted above,the building must also fall into at least one of ten categories to qualify for the Everett <br /> Register. The building meets and exceeds the listing criteria in five categories as described below: <br /> • Is associated with events that have made a significant contribution to the broad patterns of <br /> national, state or local history; <br /> The "Bank of Everett",first established in 1892,failed during the Silver Panic of 1893. The <br /> second Bank of Everett at 2730 Wetmore Avenue was chartered in 1962, and was an <br /> important part of Everett's growth up to its merger with Rainier National Bank in 1980. <br /> • Embodies the distinctive architectural characteristics of a type,period,style or method of design <br /> or construction, or represents a significant and distinguishable entity whose components may lack <br /> individual distinction; <br />
