1 RESOLUTION NO. a7 a 3/ <br /> 2 <br /> A RESOLUTION pertaining to the City of Everett's participation in "An <br /> 3 Affordable Housing Demonstration Program." <br /> 4 <br /> 5 WHEREAS, there exists a national and local crisis in the affordability of housing; <br /> 6 and <br /> 7 WHEREAS, only 15 percent of potential homeowners can now afford a new home; <br /> 8 and <br /> 9 WHEREAS, homeownership provides benefits to the individual, the community, <br /> 10 the state, and the nation; and <br /> 11 WHEREAS, the United States Department of Housing and Urban Development, as <br /> 12 part of the "Joint-Venture for Affordable Housing," has initiated an "Affordable <br /> 13 Housing Demonstration Program"; and <br /> 14 WHEREAS, the City of Everett desires to fully participate in the "Affordable <br /> 15 Housing Demonstration Program" so as to evaluate its regulations and possibly expand <br /> 16 housing opportunities in the community; and <br /> 17 WHEREAS, it is the desire and intent of the Mayor and City Council to actively <br /> 18 participate in and encourage the development of an "Affordable Housing Demonstration <br /> 19 Program,"(hereinafter referred to as "Project"). <br /> 20 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> 21 OF EVERETT AS FOLLOWS: <br /> 22 Section 1: That the City will participate in one pilot Project which Project <br /> 23 shall not act as a precedent for any other projects in the City, but rather shall act <br /> 24 solely as a project which can be used for the purpose of assessing and evaluating City <br /> 25 procedures, code requirements and regulations to determine whether they discourage <br /> 26 the use or adoption of possible cost-saving materials, techniques, and/or procedures. <br /> 27 Section 2: That the City shall have as its prime objective to achieve decent <br /> 28 and affordable housing for the residents of the City as a result of the Project. <br /> 29 Section 3: That all departments, boards and commissions of the City with <br /> 30 responsibilities for the review of this Project shall render such review as expeditiously <br /> 31 as is legally possible and appropriate. <br /> 32 <br />
