1 RESOLUTION NO. a7 a 3/ 2 A RESOLUTION pertaining to the City of Everett's participation in "An 3 Affordable Housing Demonstration Program." 4 5 WHEREAS, there exists a national and local crisis in the affordability of housing; 6 and 7 WHEREAS, only 15 percent of potential homeowners can now afford a new home; 8 and 9 WHEREAS, homeownership provides benefits to the individual, the community, 10 the state, and the nation; and 11 WHEREAS, the United States Department of Housing and Urban Development, as 12 part of the "Joint-Venture for Affordable Housing," has initiated an "Affordable 13 Housing Demonstration Program"; and 14 WHEREAS, the City of Everett desires to fully participate in the "Affordable 15 Housing Demonstration Program" so as to evaluate its regulations and possibly expand 16 housing opportunities in the community; and 17 WHEREAS, it is the desire and intent of the Mayor and City Council to actively 18 participate in and encourage the development of an "Affordable Housing Demonstration 19 Program,"(hereinafter referred to as "Project"). 20 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 21 OF EVERETT AS FOLLOWS: 22 Section 1: That the City will participate in one pilot Project which Project 23 shall not act as a precedent for any other projects in the City, but rather shall act 24 solely as a project which can be used for the purpose of assessing and evaluating City 25 procedures, code requirements and regulations to determine whether they discourage 26 the use or adoption of possible cost-saving materials, techniques, and/or procedures. 27 Section 2: That the City shall have as its prime objective to achieve decent 28 and affordable housing for the residents of the City as a result of the Project. 29 Section 3: That all departments, boards and commissions of the City with 30 responsibilities for the review of this Project shall render such review as expeditiously 31 as is legally possible and appropriate. 32
