. - <br /> 1 Section 4: That the Planning Commission shall hold initial hearings on this <br /> 2 Project due to its potential importance to the City and relationship to the current <br /> 3 updating of the Comprehensive Plan. <br /> 4 Section 5: That the process involved in the review of this Project may include <br /> 5 a rezone/plat, or a plat/Planned Residential Development, the steps of which shall be as <br /> 6 follows: <br /> 7 <br /> a. Council agrees to concept by adopting Resolution. <br /> 8 <br /> b. Proponent works with City Staff. <br /> 9 <br /> c. Proponent meets with neighborhood <br /> 10 - explains projects <br /> - addresses concerns. <br /> 11 <br /> d. Public Hearings <br /> 12 - Planning Commission. <br /> 13 e. City Council Review. <br /> 14 f. Construction plans reviewed. (If Project approved.) <br /> 15 g• Construction begins. (If Project approved.) <br /> 16 <br /> Section 6: That this Project will not replace nor detract from the Planning <br /> 17 <br /> Staff and/or the Planning Commission's 1983 goal to complete the "housing and <br /> 18 <br /> economic development" review of the Growth Management Study for inclusion into <br /> 19 <br /> Everett's Comprehensive Plan. <br /> 20 <br /> Section 7: That during the processing of this Project the City shall not amend, <br /> 21 <br /> waive or modify any of its ordinances or regulations solely to accommodate this <br /> 22 <br /> Project. (Application of EMC 19.52 does not constitute an amendment, waiver or <br /> 23 <br /> modification for purposes of Section 7.)
