. - 1 Section 4: That the Planning Commission shall hold initial hearings on this 2 Project due to its potential importance to the City and relationship to the current 3 updating of the Comprehensive Plan. 4 Section 5: That the process involved in the review of this Project may include 5 a rezone/plat, or a plat/Planned Residential Development, the steps of which shall be as 6 follows: 7 a. Council agrees to concept by adopting Resolution. 8 b. Proponent works with City Staff. 9 c. Proponent meets with neighborhood 10 - explains projects - addresses concerns. 11 d. Public Hearings 12 - Planning Commission. 13 e. City Council Review. 14 f. Construction plans reviewed. (If Project approved.) 15 g• Construction begins. (If Project approved.) 16 Section 6: That this Project will not replace nor detract from the Planning 17 Staff and/or the Planning Commission's 1983 goal to complete the "housing and 18 economic development" review of the Growth Management Study for inclusion into 19 Everett's Comprehensive Plan. 20 Section 7: That during the processing of this Project the City shall not amend, 21 waive or modify any of its ordinances or regulations solely to accommodate this 22 Project. (Application of EMC 19.52 does not constitute an amendment, waiver or 23 modification for purposes of Section 7.) However, upon completion of the Project the 24 Council may establish a technical committee to review the functioning of the Project 25 and prepare a report to Council on possible wider application of the standards employed 26 to other projects or possible changes to existing codes and/or regulations. 27 / / / / / 28 / / / / / 29 / / / / / 30 / / / / / 31 / / / / / 32 -2-
