• <br /> Zoning <br /> 5. Existing zoning on the site is Rural Residential 9600 (County System). It is <br /> surrounded on the north, east and south by single family residential zones; to <br /> the west the adjacent property is zoned for commercial (B-2), Multiple <br /> Family (R-4) uses and Single Family (R-1) uses. See Exhibit 5. <br /> Streets/Circulation <br /> f'f 6. A Major Arterial, 19th Avenue Southeast, serves the area, and 100th Street <br /> Southeast is planned for designation as a Minor Arterial. <br /> !i <br /> 7. Ultimate traffic volumes generated under the existing North Creek Plan are <br /> projected to be 1,020 vehicle trips per day. Under the proposed plan 3,850 <br /> vehicle trips per day would be generated if the area is fully developed. <br /> Virtually all traffic would exit directly to 19th Avenue Southeast or 100th <br /> Street Southeast rather than existing residential streets. <br /> 8. <br /> Two residential streets, 21st Drive Southeast and 24th Avenue Southeast, <br /> intersect the Comprehensive Plan area from the north. Traffic from the <br /> i proposed commercial and higher density residential uses proposed would <br /> adversely impact the single family neighborhoods if served by 21st Drive <br /> Southeast and 24th Avenue Southeast. <br /> 9. Twenty-first Avenue Southeast intersects 100th Street Southeast from the <br /> south. Traffic impacts on this road from the proposal would be minimal. <br /> I <br /> 10. One hundredth Street Southeast is currently substandard for a Minor <br /> Arterial. Improvements required include forty-four (44) feet of paving for <br /> vehicular and bicycle traffic, curbs, gutters, sidewalks, bus pullouts, <br /> crosswalks and drainage. Upon annexation portions of 100th Street <br /> Southeast will be in the City and portions will remain in unincorporated <br /> Snohomish County. <br /> Utilities <br /> 11. Water service north of 100th Street Southeast is available from the City at <br /> the expense of the property owners. Service south of 100th Street Southeast <br /> may be provided by the Silver Lake Water District until such time as the <br /> City purchases the existing main in 19th Avenue Southeast. <br /> 12. Sewer service will be provided by the City of Everett at the expense of the <br /> property owners. The City has established a sewer system facility fee <br /> ordinance which applies to this area. <br /> 13. Drainage in the area is provided in the northwest corner by Woods Creek, <br /> along 19th Avenue Southeast by a culvert discharging into Silver Lake and in <br /> the main portion of the Comprehensive Plan area by a minor creek channel <br /> 11 tributary to Silver Lake. Neither Snohomish County nor Everett currently <br /> (I has a drainage basin plan for this creek. <br /> Schools <br /> 14. Everett School District facilities serving the area are at or near capacity. <br /> Specifically, Cascade High School and Eisenhower Middle School are at <br /> capacity and Jefferson Elementary School is anticipated to reach capacity <br /> by 1985. Any future residential development in the area will generate <br /> students in excess of existing middle school and high school capacity, and <br /> will contribute to elementary school enrollment. The higher density <br /> ( development in the proposal will generate fewer children per household than <br /> single family development. Approximately 130 students would be generated <br /> by single family development compared to approximately 140 to 170 <br /> students generated if the proponent's proposal is approved and developed at <br /> maximum density. <br /> The Everett School District has recommended consideration of a $1,000.00 <br /> per unit fee to offset the cost of providing for additional students. City <br /> Council has chosen not to impose school development fees in the past. <br /> !I <br /> -3- <br />
