Population <br /> 15. Approximately 840 people would be added to the community if the area is <br /> fully developed, compared to the 450 persons possible under single family <br /> Comprehensive Plan and zoning designations. Total development will occur <br /> over a long period of time. <br /> Noise <br /> 16. The intersection of 19th Avenue Southeast and 100th Street Southeast is <br /> impacted by noise from traffic on those streets. It is projected that traffic <br /> volumes will increase on both streets, increasing the noise levels impacting <br /> adjacent property. Noise levels are anticipated to be in excess of optimal <br /> levels for residential development. <br /> Increased noise would be generated by increased traffic which would result <br /> from the increased densities permitted by the proposed comprehensive plan. <br /> Noise increases are not anticipated to be significant. <br /> Public Safety <br /> 17. Fire protection is currently provided by Fire District #11. Upon annexation <br /> the area would be served by the City of Everett Fire Department from the <br /> new Station ##6, under construction. Paramedic services will soon be <br /> available throughout the City. Fire hydrants and adequate fire flow will be <br /> required of new developments per City ordinances. <br /> 18. Police protection is currently provided by the Snohomish County Sheriff. <br /> Upon annexation the area would be served by the Everett Police Department <br /> which might require one additional officer when the area is fully developed. <br /> Open Space, Parks and Recreation <br /> 19. Everett's 1973 Open Space, Park and Recreation Plan designates 100th <br /> Street Southeast between 19th Avenue Southeast and 35th Avenue Southeast <br /> as a bicycle route. See Exhibit 7. <br /> 20. Silver Lake park is the nearest public recreation facility. There is a <br /> deficiency of neighborhood park facilities in this transition area between the <br /> City and County. <br /> 21. Everett's 1973 Open Space, Park and Recreation Plan identifies an open <br /> space corridor through the proposed annexation area and recommends <br /> preservation of the corridor. <br /> 22. There are no significant environmentally sensitive features in the area. <br /> Existing Conditional Use and Nonconforming Use Permits <br /> 23. Snohomish County has issued a Conditional Use Permit (Number 21-65) for <br /> the Silverlake Church of Christ. See Exhibit 9. <br /> 24. Snohomish County has issued a Conditional Use Permit (C.U. ZA 8105132) <br /> for a temporary dwelling (mobile home) located at 10207 19th Avenue <br /> Southeast to be occupied by the parents of the occupants of the primary <br /> I, residence. See Exhibit 10. <br /> Environmental Review <br /> 25. Under the authority of the State Environmental Protection Act a Proposed <br /> Declaration of Non-Significance has been circulated and comments have <br /> been received. A Final Declaration of Non-Significance was issued on May <br /> 17, 1982. See Exhibit 8. <br /> Proposed Action by Proponent <br /> 1 26. The Proponent is proposing a mix of commercial, medium density and high <br /> density residential uses in the area. <br /> 11111 <br /> Required City Action <br /> 27. City ordinance requires a Comprehensive Plan designation and permanent <br /> zoning district be applied to all annexed land within six months of the <br /> effective date of annexation. <br /> 28. City Council conducted a public hearing July 21, 1982, on the <br /> Comprehensive Plan for the annexation area and voted to remand the issue <br /> to the Planning Commission with the direction that they consider higher <br /> density residential development to 12 units per acre. <br /> -4- <br />
