by the construction and installation of an unnamed arterial street commonly called 77th Street or Ella C. Ross Drive by the construction of as 40-foot wide street ; curbs and gutters; sidewalks on the northeast side)and on the southwest side from a point 199.98 feet east of Evergreen Way right-of-way west; a storm drainage system; traffic signal system at Evergreen Way; and a street lighting and underground wiring system; a 12-inch water main from Evergreen Way to Casino Road; a Regional Storm Detention System, property acquisition;and necessary appurtenances as determined by the City Engineer in connection therewith. Section 4: The total estimated cost and expense of the improvement is declared to be $800,000 and the entire cost and expense of such improvement shall be borne by and assessed against the property specially benefitted by such improvement to be included in a local improvement district to be established embracing as near as may be all property specially benefitted by such improvement, except that the City of Everett half cent gas tax Fund Number 301, Evergreen Way Construction Fund Number 327, Design and Construction of Water System Improvements Fund #337, Regional Detention Facilities Construction Fund #340 and other unanticipated funds may be contributed if determined such funds are available. Section 5: All persons who may desire to be heard on the improvement described herein are notified to appear and present such views at a meeting of the City Council to be held in the Council Chambers in the City Hall in Everett, Washington, at 8 : 30 am, on September 15, 1982, which time and place are fixed for hearing all matters relating to the proposed improvement and for determining the method of payment for the improvement. All persons desiring to file a written statement with the City Council before the hearing should sign the same, include a legal description of their property, and deliver such statement to the City Clerk. Section 6: This Resolution is intended to supersede and replace Resolution Number 2142 adopted by City Council July 28, 1982. The foregoing resolution was ADOPTED by the City Council of the City of Everett, Washington, at a regular open public meeting thereof thisS_7.-1 day of usT , 1982.
