EVERETT COMPREHENSIVE PLAN <br />Everett envisions a future transportation system <br />that serves all users and modes of travel by offering <br />a safe and robust network of walkways, bicycle <br />facilities, transit services, intersections, roadways, <br />and freight corridors. This section describes <br />Everett's vision for its future transportation network <br />and the infrastructure improvements that will get <br />the City there. <br />As identified in this plan, most of the improvements <br />are focused on the development of a "layered" <br />transportation network which balances providing <br />vehicular capacity with accommodating all modes of <br />travel. The capital improvements recommended in <br />this plan include a mix of projects needed to meet <br />the City's vehicular level of service (LOS) standards <br />as well as provide safer and more complete facilities <br />for pedestrians, bicyclists, and transit riders to <br />improve access and mobility for all road users. <br />INTRODUCTION TO THE LAYERED <br />NETWORK <br />It can be a challenge for a single roadway to meet <br />the demands and expectations of all modes at any <br />given time. This is also not desirable from a user or a <br />planning perspective. <br />In response to this challenge, this plan follows a <br />layered network approach that focuses on how the <br />City's transportation network can function as a <br />system to meet the needs of all users. In such a <br />system, individual travel modes are prioritized on <br />different facilities throughout the overall network. <br />Figure 23 illustrates the concept of a layered <br />network.
