EVERETT COMPREHENSIVE PLAN <br />The capital program forms the basis for <br />implementation of the Transportation Element. <br />Collectively, this program adds up to $422 million in <br />transportation projects to be constructed over the <br />next few decades. Recognizing that the City <br />leverages outside funding sources such as grants for <br />its projects, the expected City contribution to this <br />list is $83-88 million. Since the City's ability to <br />attract outside funding sources is unknown and <br />growth may occur slower than is assumed in this <br />plan, this project list may reach beyond the zo year <br />time horizon. <br />The capital plans were developed to create a <br />transportation system that realizes Everett's <br />ultimate transportation vision: <br />• Multi -Modal Connections. Expand multi- <br />modal connections. <br />• Quality Facilities. Ensure design standards <br />and maintenance procedures reflect <br />current best practices. <br />• Link Transportation to Land Use. Develop a <br />transportation system that accommodates <br />the adopted land use vision. <br />• Reduce Impacts. Reduce transportation - <br />related environmental and community <br />impacts. <br />• Tie In with the Region. Partner with other <br />jurisdictions to serve all users of the <br />regional transportation system. <br />• Guide Transit Investments. Proactively <br />partner with regional transit agencies to <br />guide investment decisions. <br />The project list was developed with these goals in <br />mind, as well as completing the layered networks <br />described in the previous section. Table 7 describes <br />the recommended projects which represent a <br />balance of safety, maintenance, and operational <br />improvements for all modes. The detailed list of all <br />projects, benefits, total cost, and city cost is <br />provided in Appendix A -i to the Transportation <br />Element. <br />When funds become available, the City will <br />implement projects that meet community priorities. <br />These projects provide a starting point for the City in <br />developing its financially constrained Six -Year <br />Transportation Improvement Program, which is <br />updated every year and is developed based on <br />knowledge related to project feasibility and funding <br />availability. <br />While the scope of the zo-year project list exceeds <br />revenues from exclusively city sources over the next <br />few decades, it has been sized to fit within <br />reasonable assumptions for grants and other <br />outside funding sources. <br />TRANSPORTATION ELEMENT 54 <br />
