EVERETT COMPREHENSIVE PLAN <br />Goal 6.4 Environmental Considerations Promote the provision of capital facilities while <br />ensuring environmentally sensitive, safe and reliable service that is visually compatible with the <br />surrounding land uses and results in reasonable economic costs. <br />Objective 6.4.1 All capital facilities expansion and construction shall consider the <br />environment and ways to minimize impacts to it in siting, construction and use. <br />Policy 6.4.1 When adverse impacts to the environment are considered likely as a result of a <br />capital facilities project, the City shall use a preferred order of mitigation per the City's Critical <br />areas ordinance (i.e., avoid, minimize, rectify, reduce over time and compensate). <br />Policy 6.4.2 In providing capital facilities, the City shall minimize, to the extent possible, <br />incompatible land uses (see also Land Use Element). <br />Implementation <br />1. When reviewing capital facilities projects in residential neighborhoods, retaining privacy, <br />minimizing traffic and avoidance of adverse environmental impacts shall be primary considerations. <br />2. Capital facilities constructed in residential neighborhoods shall be designed and constructed <br />in a manner consistent with the character of the area. Where actual design of a structure cannot be <br />modified, appropriate buffer/screening measures shall be required as a condition of development. <br />3. The City shall minimize encroachment on view and solar access of existing residences by <br />new capital facilities or expansion of existing facilities or improvement. <br />4. New capital facilities development shall be in compliance with the city's Critical Areas <br />Ordinance and regulations addressing surface and storm water management, as well as all other City <br />codes. <br />5. Capital facilities shall be designed, constructed and used in a manner that minimizes visual <br />incompatibility with adjacent land uses. <br />Goal 6.5 Climate Change / Sustainablity Support actions to reduce GHG emissions and promote <br />sustainability in the design, construction, and operation of capital facilities. <br />Objective 6.5.1 To continue to reduce GHG emissions from municipal operations and to <br />strengthen the community's resilience and increase its adaptive capacity to respond to the impacts <br />of climate change. <br />Objective 6.5.2 Reduce surface water runoff in both the combined and separated areas of the <br />sewer system by encouraging the use of green infrastructure, such as rain gardens, pervious paving, <br />downspout disconnections and rainwater harvesting in all development. <br />Policy 6.5.1 The City should encourage the reduction of GHG emissions through waste reduction, <br />recycling, and composting both community -wide and in municipal operations. <br />CAPITAL FACILITIES ELEMENT <br />
